Motion Carried INFORMATIONAL ITEMS The Airport Manager’s Report was included in the packets distributed to the Committee prior to the meeting. The various activities and projects were discussed. ACTION ITEMS Approval of Letter of Intent with TerraNavigator, LLC. A motion was made by Scolnik, supported by Chandler, to recommend approval of Letter of Intent with TerraNavigator, LLC. Motion Carried Approval of MDOT 2018 Air Service Awareness Gran. A motion was made by Scolnik, supported by Boer, to recommend acceptance of the MDOT 2018 Air Service Awareness Grant in the amount of $10,000. Motion Carried Approval of MDOT 2018 Capital Improvement and Equipment Projects Grant. A motion was made by Wilkins, supported by Chandler, to recommend acceptance of the MDOT 2018 Capital Improvement and Equipment Projects Grant in the amount of $10,000. Motion Carried Airport Advisory Committee June 5, 2018 Approval of an amendment to MDOT Grant Contract No. 2017-0482. A motion was made by Chandler, supported by Dave Kendall, to recommend approval of an amendment to MDOT Grant No. 2017-0482 extending the term of the grant. Motion Carried Approval of the Non-Aeronautical Use of Airport T-Hangars Policy, Agreement and Rates. A motion was made by Gustafson, supported by Scolnik, to recommend approval of the Non-Aeronautical Use of Airport T-Hangars Policy, Agreement and Rates with an effective date of July 1, 2018. Motion Carried OLD BUSINESS None NEW BUSINESS Approve authorizing the Airport to solicit proposals for the FY2018 Runway 6-24 Pavement and Lighting Rehabilitation Project. A motion was made by Scolnik, supported by Kendall to recommend approval authorizing the Airport to solicit proposals for the FY2018 Runway 6-24 Pavement and Lighting Rehabilitation Project. Motion Carried James Perri said that if there are flight cancellations the airline is providing round trip bus service via USA Coach to return the passengers to Muskegon and transport passengers to Chicago at no charge. Mr. Perri also inquired as to if a flight from Muskegon to Chicago was cancelled could SkyWest use MATS buses to transport people from MKG to GRR. Rich Houtteman suggested that the conferences and seminars budget line item be reduced in light of the Airport’s tight budget. Mr. Houtteman also suggested the Airport perform an energy audit to reduce its costs for utilities. ADJOURNMENT There being no further business to come before the Airport Advisory Committee, the meeting adjourned at 12:56 pm. AIRPORT MANAGER’S REPORT July 10, 2018 1. Airline/Charter Operations Report – May 2018 The air service operations reports for May are included as Attachments 1, 2 and 3. In May, SkyWest Airlines enplaned 1,625 passengers and deplaned 1,757 passengers for a total passenger count of 3,382 and a Load Factor of 52%. During calendar year 2018 the airline has handled 14,364 total passengers (-1% under CY2017) with 5,681 enplanements and 5,301 deplanements and a Load Factor of 45%. For the May 2017 to May 2018 period, the flight completion rate is 82% (747 scheduled/42 cancelled). Weather in Chicago resulted in the majority of the 11 flights being cancelled. 2. Air Service & Charter Programs A. Airline Schedule – Electric Forest. The flights the 2 weeks of Electric Forest were mostly sold out, and in many cases oversold. The additional flight on Monday, July 2nd was sold out. July 2 was the busiest day for air service on SkyWest since the start of SkyWest service in 2008 with 283 total passengers of which 147 were enplanements (out of 150 possible or 98% load factor) and 139 deplanements. The Airport will be working to request additional flights and/or larger aircraft for next year based upon the success of this year’s flights. B. Casino Flights. Laughlin, NV - Next trips July 30-Aug 3 and September 21-24. Atlantic City - Next trips August 6-9. A September trip is planned; however, the dates have not yet been advertised. 3. Airport Budget A. FY19 Operating Budget. No additional report. 4. Airport Capital Improvement Program / Grant Program A. Runway 6/24 Rehabilitation (Design Phase). The project was issued for bid on June 15 with a close date of July 13. The final grant application is due to FAA by July 31. Due to the timing of the receipt of the federal and state grants, the construction phase will start in spring 2019. 5. Economic Development A. Airport Restaurant. Work continues towards finalizing the lease details and restaurant concept. B. Solar Development. The County Board approved the Letter of Intent (LOI) for the potential lease of 7.5 acres of land contained in the runway protection zone for Runway 32. 6. Airport Public Relations, Marketing & Advertising A. Food Truck at Terminal. The Airport worked with several food truck operators to provide service to the terminal on select days this past month to support Electric Forest crowds. The trucks were well utilized, with a large number of employees from various businesses near the airport, and this will continue throughout the summer on select days, most likely one day per week. Page | 1 7. Airport Administration, Operations, and Maintenance Programs A. Use of Firefighting Foam at Muskegon County Airport. The work plan describing proposed actions to define the nature and extent of PFOA/PFOS is nearing completion. 8. Federal & State Legislative Issues A. Federal Budget. FAA Reauthorization, Spending Bills On Congressional Agenda Congress is on recess this week due to the July 4 holiday and will return to Washington next week to face a full agenda that includes continued action on fiscal year 2019 appropriations bills and potential Senate consideration of FAA reauthorization legislation. The House in April passed a five-year FAA reauthorization bill that maintains the federal cap on PFCs and holds AIP funding flat. The measure also authorizes, but does not guarantee, additional funding for airport infrastructure projects. The Senate may consider its version of FAA reauthorization this month, but the path forward for the measure remains uncertain. Due to the decision by Senate leaders to cancel the August recess, more time is available to work on the bill. The ambitious hope of House and Senate leaders is that a final, long-term FAA reauthorization measure can be passed by both the House and Senate and sent to the White House for the president’s signature before the current authorization for FAA programs and aviation excise taxes expires Oct. 1. Both House and Senate appropriations committees have cleared separate versions of the fiscal year 2019 transportation spending bill. The legislation may be considered by both chambers yet this summer. The annual spending bill for DHS has been approved by the Senate appropriations committee, but the House has yet to release or consider its draft DHS funding measure. 9.
