The petition would request that the County Commissioners designate an Alta Lake Management district with authority to manage the Alta Lake water level via a pumping system connected to the Columbia River. The Commission hereby authorizes staff to explore the concept, feasibility, and fiscal impact of expanding Palouse Falls State Park to include the Palouse River Canyon and all or part of the Lyons Ferry Park. 2. The Commission takes this action as a direct step that may lead to the realization of the Centennial 2013 Plan goal to create a new park in SE Washington. 3. The Commission authorizes staff to meet with the Corps of Engineers and other stakeholders to discuss the feasibility of expanding Palouse Falls State park and to express the Commission’s support of the concept. 4. The Commission believes that an expanded Palouse Falls State Park could be a recreational, educational, and interpretive resource of statewide significance. 5. The Commission accepts the Walla Walla Parks Exploratory Committee’s offer to facilitate a meeting of affected stakeholders. 6. The Commission believes that the expansion of Palouse Falls State Park would be best accomplished through partnerships with both public and private stakeholders. Request the Commission adopt a motion supporting the concept of a study around the designation of a lower Columbia as a National Heritage area. Also authorize the director to write a letter of support to the Governor and legislative supporters in the area requesting for them to put money into the budget for the cost of the study. The study cost is approximately $200,000. The study would determine what the boundaries of the area would be and what would go into it. There is no commitment, but only support for the study itself. Request for a motion to authorize the director to write a letter to the Governor thanking her and the leadership in the House and Senate for including State Parks in a significant way in efforts to clean up Puget Sound and Hood Canal.
