Stearn, Deputy Clerk, were also in attendance. P/166/18 Attendance and Apologies Apologies for absence were received from Councillors: D. Castleman, J. Eaton, Mrs. V. Ellis, Mrs. J. Hall, D. P/167/18 Minutes of the last meeting held on 27th February 2019 RESOLVED: The Minutes of the last meeting held on the 27th February 2019 were approved and signed as a correct record. RESOLVED: That the planning applications as detailed in the Schedule attached to, and forming part of these Minutes, be dealt with in accordance with the comments made by Members at the meeting. P/172/18 To Consider Highway Issues – Enderby Village (Updates if any): - None. P/173/18 Correspondence: - a) Blaby District Council: Street Trading Consent: i) Franco’s Ices Street Trading Renewal An application for Street Trading Consent has been received by Blaby District Council from Franco’s Ices. This is a renewal of a previous consent to run from April – September 2019, 7 days a week from 12pm – 7pm at various locations across the District including Glen Parva, Countesthorpe, Sharnford, Sapcote, Stoney Stanton, Croft, Enderby, Cosby, Blaby & Whetstone. ii) Glyn’s Super Whippy Street Trading Renewal. An application for Street Trading Consent has been received by Blaby District Council from Glyn’s Super Whippy. This is a renewal of a previous consent and is to run from 30th March 2019, 7 days a week from 12pm – 7pm at various locations across the District including, Enderby, Cosby, Blaby, Whetstone, Broughton Astley & Lutterworth. Wroe, Extension to existing car Leicestershire Police Force HQ, park to provide an additional St. Johns, 111 spaces. See below Enderby Leicestershire. Enderby Parish Council strongly objects to Planning Application 19/0155/FUL on the following grounds: - Increased risk of flooding. This will involve the development of a flood plain. Under-utilised parking provision at Enderby Park & Ride which has a large carpark that always has spare spaces and could be utilised by the Leicestershire Police Force HQ for additional parking provision. A joined up strategy would be in keeping with the Blaby District Council’s Growth Plan which demands development to be ‘Integrated and Self-Sustaining’ This is contrary to Policy DM8 strategic objective (xi) of the DPD which is to ‘encourage and develop the use of more sustainable forms of transport (Including walking, cycling, other forms of non-motorised transport and public transport).’ 19/0088/HH Mr. P. Ward, Highway and junction Junction of Mill Hill (B582) and improvement works at Mill See below Warren Park Way, Hill (B582) and Warren Park Enderby Way Leicestershire Enderby Parish Council does not object to the proposals but would seek the following conditions: 1. In order to alleviate existing traffic flow problems on the B582, which is an already busy arterial route, it is proposed that the highway and junction improvement works at Mill Hill and Warren Park Way be put in place in advance of the construction of the proposed Employment Site development 19/0164/OUT thus actively supporting the diversion and prevention of heavy goods vehicles and construction traffic travelling through Enderby Village when an alternative route is available. 2. Enderby Parish Council seeks a Construction Method Statement to be produced in advance of commencement of works, which shall include the following: a) the parking of vehicles of site operatives and visitors; b) loading and unloading of plant and materials; c) storage of plant and materials used in constructing the development; d) the erection and maintenance of security hoarding including decorative displays and facilities for public viewing, where appropriate; e) wheel washing facilities; f) measures to control the emission of dust and dirt during construction; g) a scheme for recycling/disposing of waste resulting from construction works; h) measures for the protection of the natural environment; i) hours of construction work, including deliveries; and j) measures to control the hours of use and piling technique to be employed k) measures to control and minimise noise from plant and machinery This is to be submitted to, and approved in writing, by the Blaby District Council Local Planning Authority. The approved statement shall be adhered to throughout the construction period and verified where appropriate. Reason: To minimise detrimental effects to the neighbouring amenities, the amenities of the area in general, detriment to the natural environment through the risks of pollution and dangers to highway safety, during the construction phase. 19/0179/FUL Mr. M. In order to alleviate existing traffic flow problems on the B582, which is an already busy arterial route, it is proposed that the Construction of the new public road from Warren Park Way/Harolds Lane to New Lubbesthorpe Strategic Employment Site be put in place in advance of the construction of the proposed Employment Site development 19/0164/OUT thus actively supporting the diversion and prevention of heavy goods vehicles and construction traffic travelling through Enderby Village when an alternative route is available. 2. In order to alleviate existing traffic flow problems on the B582, which is an already busy arterial route, it is proposed that the new public road be put in place between Warren Park Way and the New Lubbesthorpe Strategic Employment Site in advance of the construction of the proposed Employment Site development 19/0164/OUT thus actively supporting the diversion and prevention of heavy goods vehicles and construction traffic travelling through Enderby Village when an alternative route is available. 2. That a 7.5 tonne weight restriction also be introduced at the following locations: Mill Hill/Hall Walk/Blaby Road (up to the Foxhunter Roundabout) Leicester Lane from the junction of Hall Walk/Blaby Road to the junction
