The Performance and Accountability Framework has been developed in accordance with the governance arrangements set out within the National Health Reform Agreement, the Hospital and Health Boards Act 2011 and the Mater Public Health Services Act 2008. Through the Hospital and Health Boards Act 2011, Queensland’s public health system is established as a federated health system. Under this governance model Hospital and Health Services (HHSs) have direct responsibility for the provision of public health services and are accountable for their own performance through a Board to the Deputy Premier and Minister for Health and Ambulance Services (the Minister), while the Department takes the role of manager of the State’s health system with statutory responsibility for a range of functions including system wide strategic planning, commissioning of healthcare services from a range of providers (including HHSs, private providers and NGOs), regulatory and other responsibilities. As this governance model matures, the focus for the health system will be on strengthening the relationships between its constituent parts, to create a networked governance model in which each part of the system recognises its obligations to the system as a whole and to one another.1 This developing maturity will encourage and enable those in leadership positions to accept increased responsibility and accountability for their respective roles within the health system which in turn will facilitate performance improvement both at a local and system level. The immediate impact of the COVID-19 global pandemic and the resulting longer-term implications and opportunities that the pandemic presents will require an agile and flexible response from the health system. In both the immediate and foreseeable future, it will be necessary to ensure that the health system is able to respond quickly and appropriately to COVID-19 whilst ensuring that other aspects of service delivery continue
