THE WHITE HOUSE WASHINGTON February 27, 986 Dear Sam: Thank. you for your February 21 letter to President eagan, cosigned by five of your House colleagues, concerning the election in he Philippines. Your concerns regarding the fairness of the Februar 7 election were well-founded. Although the U.S. Government consist ntly urged that the electoral process be a fair and credible one, and sup orted that goal with an official observer delegation, the elections were marre by widespread fraud and violence. In the President's words, the fraud a d violence, perpetrated largely by the ruling party, were so extreme that th election's credibility was called into question both within the Philippines a d in the United States. The Administration has worked closely with Congress to formulate· appropriate policy in response to the altered situation in the Ph· · pines. Our goal was to help and encourage those Filipinos of good faith to overcome present crises and build a future of hope and progress for ·all the p ople of that great nation. The Honorable Ronald Reagan President of the United States The White House Washington, D.C. 20500 Dear Mr. President: We are writing today to express our outrage over the current situation in the Philippines. It is with deep regret that we have listened to reports and first hand accounts depicting the recent presidential election in this nation as fraudulent and unrepresentative of the will of the people. As you know, the bond between the U.S. and the Philippines runs much deeper than this island nation's strategic significance in the Pacific region. From 1898 until gaining independence in 1946, the Philippines was a U.S. colony. Today, although we recognize the evils of colonization, we also can take some pride in the fact that our presence in the Philippines helped to instill an understanding and appreciation of democratic ideals. In addition to our past ties with the Philippines, our current relations, both commercial and military, afford a great deal of contact with this nation. There are approximately 18,000 Americans stationed at the Clark and Subic Bay bases, as well as 50,000 American civilians living and working in the Philippines. It also is important to note that there are approximately 781,900 Americans of Filipino descent. This cultural link often is overlooked. However, in order to fully understand the bond between our nations recognition of this cultural interchange is crucial. Given this close relationship and the common experiences of our two nations, the state-initiated fraud in this recent Philippine election is wholly unacceptable. We commend the Senate for its prompt consideration and overwhelming approval of S. Res. 345, the resolution expressing the sense of the Senate that the recent presidential election in the Philippines was marked by widespread fraud and cannot be considered a fair reflection of the Filipino people's will. This measure has our strong support and we hope your support as well. In closing, Mr. President, we simply would urge you to spare no effort on behalf of the Philippine people to bring about a restoration of democracy in their nation. The Marcos regime has blatantly disregarded human rights in this recent election charade, and these actions should be condemned in the strongest terms. ,/..
