MACRO ECONOMIC SITUATION 1. Gx^wth of State Domestic Produet. 1. Although Bihar continues to be among the States with the lo\^est per ca^m incppae^ the rate of growth of the State Domestic Product (SDP) h,aa §hoi^ 9ome signiftekn^ increase from 1981-82, even if we ignore the very light grp^^fth rMe of Il,2.7%^\» 1980-81 over th at of the previous year i.e. 1979-80 which happened to be ^ of severe drought with a low agricultural production base. Average annual growth rate 5.89%. The lowest growth rate between 1981-82 and 1984-85 was in 1982-83 with 1.03% m ainly due to fall in agricultural output th at year 4ue to uns^^t^sfi^ctjp^y m on­ soon. It picked up again and reached the level of 5.2 per cent in l983-^'4^ and 8.2 per cent in 1984-85. No abnormal »tuation has intervened since then to break that ti:end. 3. Inter Sectoral growth rates. An analysis of the inter sectoral growth rates reveals greater bougancy in the growth rate of the secondary and tertiary sectors than in the primary sector. The analysis further reveals that there is violent fluctuation in the growth iute Of the primary sector pointing to unstable agricultural production which is not ,;^|tt, j|^equately protected ironi the vagaries of rainfall intensity and its distribution in area and time, The growth rate of the sub-sector of forestry and mining have al^ uneven. The perfo^*p^nce of the fisheries sub-sector has however been comparatively more steady. While the primary sector continues to predominate contributing ^^7.5% of the S.D.P., tl^e secondary sector accounts for about 22.2 per cent and the^^li^i^iary lector for about 30.3%. While manufacturing and construction account for s f part of the contnJti^ujbion of the secondary sector (81.5%), trade accounted for ^ 5 % of the income fconi the tertiary sector followed by services (22,1 %) and . f|ppifiport and communication (16.7%). 4. Structural changes in the economy. The State’s economy has undergone significant structural change in , jbhe l^ t 15 years in as much as the share of the primary sector in the State ■product has declined from about 62.8 per cent in 1970^71 to j%l)Out 59.S( jpei; -19ST5-76 and to 51.7% and 47.5 per cent in 1980-81 and 1984^85 r<^speQtiveIy.
