The role of the PCC is to be the voice of the people and hold the police to account. Elections will be taking place in England and Wales. In London, Greater Manchester and West Yorkshire, there will be elections at the same time for Mayors who exercise PCC functions. PCCs are responsible for the totality of policing in their force area and aim to cut crime and deliver an effective and efficient police service. 39 PCCs will be elected across England and Wales, of which 4 are also responsible for overseeing the fire and rescue authority for their area and are called Police, Fire and Crime Commissioners (PFCC) – these PFCCs are found in Essex, Staffordshire, North Yorkshire and Northamptonshire). There will also be 3 Mayors with PCC functions elected in London, Greater Manchester and West Yorkshire. PCCs are elected by you and aim to cut crime and hold the force to account on behalf of the public. PCCs bring a public voice to policing, and they do this by: • engaging with the public and victims of crime to help set the policing priorities for the area and consulting on their Police and Crime plans; • ensuring the police force budget is spent where it matters most; and • appointing the Chief Constable, holding them to account for delivery of their objectives and if necessary, dismissing them. Work with others PCCs, PFCCs and Mayors who exercise PCC functions also work with your council and other organisations to promote and enable joined up working on community safety and criminal justice. The PCC, PFCC or Mayor who exercises PCC functions does not ‘run’ the police force or fire service. Chief Constables and Chief Fire Officers are operationally independent, and they are responsible for the day to day operations of the police, but they are accountable to the public via the Police and Crime Commissioner. 02 PCCs, PFCCs and Mayors who exercise PCC functions are single, directly elected individuals ensuring the public are protected, providing greater opportunities for collaboration and more effective scrutiny of public services. They ensure that there is an effective policing contribution to national partnership arrangements to protect the public from other national and cross-boundary threats. Represent the entire community PCCs, PFCCs and Combined Authority Mayors who exercise PCC functions are required to swear an oath of impartiality when they are elected to office. The oath is designed so that they can publicly set out their commitment to: serve all of the people in their police force area; act with integrity and diligence; give a voice to the public; act with transparency so that they may be effectively held to account; and not interfere with the operational independence of police officers. While crime rises and drugs spiral out of control, money continues to pour in to Nottingham city - leaving our towns and villages left to fend for themselves. Let’s work together to change that, once and for all. Police and Crime Commissioners have a big job with big responsibilities. They manage a multimillion pound police budget, hold the police to account and set local policing priorities – so it matters who’s in charge. With me as your Police & Crime Commissioner, we can finally get tough on crime in our market towns and villages across the county. To crack down on out-of-control drug gangs. And stamp out the fly-tipping, illegal encampments and machinery theft which blight our farmers and rural communities. I’ll also be best placed to work with the Government to secure Nottinghamshire’s fair share of the 20,000 additional police officers being recruited. 04 This election is our chance to secure a change to policing decisions in Nottinghamshire – so we can get crime down. Because since the last PCC election in 2016, crime has risen in every town by up to 35%. We must do something about it. Together, we can. We need fresh ideas. Crime is falling faster in Nottinghamshire than anywhere else in the country. Across our county, communities are benefitting from hundreds of extra police officers and there are more to come. In just two years, we recruited an additional 260 police officers – just as local people wanted. My budget this year will fund 100 more officers. By March 2024, almost 500 additional officers would have joined the ranks. Every neighbourhood now has a new proactive policing team, dedicated to tackling the issues that matter to local people and helping deliver a steep reduction in overall crime. There were 21% fewer offences last year. Violent offences have fallen by 38%, burglary is down 34% and knife crime is down by 11% - bucking national and regional trends. There were 20,000 fewer victims of crime last year alone. 06 But there is more to do. I’m asking for a mandate to continue working for the people of Nottinghamshire to keep our communities safe. I’ve lived in Nottinghamshire for 50 years. I know its people and, importantly, the issues and concerns when it comes to crime and community safety. As PCC I will ensure your voice helps to shape the way Nottinghamshire is policed. I will: • Continue to boost neighbourhood policing teams. • Invest in even better services for victims of crime and increase support for victims of violence against women and girls. • Tackle cyber-crime and online fraud, working with partners to safeguard young people both online and on our streets. • Build on the progress in tackling knife crime. • With partners, build stronger and safer communities. David has degrees in business law and criminology and works as a solicitor advocate specialising in criminal law. He understands how the police and the criminal justice system work. Her knows how to get results. David’s key aims are to ensure that we use evidence in tackling crime, relying on what works rather than some narrow party dogma. He is all about getting results. David also wants to ensure that the police have the resources that they need to tackle crime and do their job effectively. David wants to ensure that the police and the public can work in partnership with each other to create safer and happier communities. He rejects the “us and them” attitude of some people, and views policing as being most effective when it happens with the consent of the community. David rejects the idea of paramilitary policing and wants to ensure that every community has a local police officer that they know and trust. David has eighteen years’ experience as a councillor and was previously the leader of Broxtowe Borough Council. Before moving into private practice he worked for the civil service. 08 He understands local people and also how large organisations work. With his academic and practitioner background David will bring to the job all the skills and knowledge necessary to be a success.
