Two copies of this information are submitted, fulfilling requirements of NRC Form 313 - Application For Material License. 1. GENERAL INFORMATION 1.1 The Milwaukee School of Engineering, Milwaukee, Wisconsin, is a independent, nonprofit, nonstock institution of higher learning. Its educational programs include four-year Bachelor of Science degree courses in the following areas: Engineering and Engineering Technology in Electrical, Mecha.nical, and Architectural fields, and in Management and Administrative Science, Computer Science, and specialized technical and supervisory training programs of men employed in industry. 1.2 Incorporated under the laws of the State of Wisconsin, the Milwaukee School of Engineering is governed by a 40-man Board of Regents elected from among 147 representatives of industry, commerce, engineering and other professions which form the nonstock Corporation of the Milwaukee School of Engineering. The Corporation meets annually, while the Regents convene four times yearly. The annual elected officers include the Honorary Chairman, the Chairman, two Vice Chairmen, the Secretary, the Assistant Secretary, the President and the Executive Vice President- Treasurer. The Corporation is assisted by 24 Industrial Advisory Committees, with ; some 168 members representing the type of industries which employ Milwaukee School of Engineering graduates. These committees review Milwaukee School of Engineering curricula, recommending pertinent adjustments and revisions. ACTIVITY TO BE PERFORMED 2.1 The neutron source is being used in the departmental laboratories, located in the Fred Loock Engineering Center building on the MSOE campus. The material is being used in the training of undergraduate ~f" engineering students. 2.2 The source is being used in conjunction with a Reactor Experiments, Inc. Visiflux (Model 1100) Neutron Howitzer. The source has been, and will continue to be used in the performance of the following experiments: 2.2.1. Nondestructive analysis of materials by neutron activation 2.2.2. Radioactive decay scheme determination 2.2.3. Scintillation spectrometry ' 2.2.4. Determination of neutron mass 2.2.5. Beta-Gamma coincidence determination 2.2.6. Production of short lived isotopes for a. Half-life determination b. Spectrometer calibration e ,. - . : '. ' ' '. U.S. Nuclear Regulatory Commission ' . January 1985- Page 3 3. PERIOD OF TIME FOR WHICH THE LICENSE IS REQUESTED It is requested that the license be renewed for a five (5) year period. 4. NAME AMOUNT AND SPECIFICATIONS OF SPECIAL MATERIAL REQUESTED Eighty (80) grams of plutonium encapsulated as a single five (5) Curie plutonium beryllium neutron source. This source, serial number 800P22, was obtained from: Nuclear Materials and Equipment Corporation P.O. Box 266 Apollo, Pennsylvania Prior to 1973, the source was on loan from the U.S. Atomic Energy Commission through the: AEC Materials Leasing Officer Production Division P.O. Box E Oak Ridge, Tennessee It is now being held under a grant from the U.S. Atomic Energy Commission, MG-265-73. 5. TECHNICAL QUALIFICATION OF TEACHING PERSONNEL 5.1 The present Physics Department educational program is being conducted by Dr. Ronald A. Kobiske, Chairman, Department of Physics. Dr. Kobiske obtained his B.S. degree in 1961 from Indiana Institute of Technology, and his M.S. degree in 1963 from Highlands University, Las Vegas, New Mexico, and his Ph.D. in Physics from the University of Wisconsin- Milwaukee in 1976. He has also attended the following: NSF Institute in Modern Physics at Argonne National Laboratory Summer 1965 NSF/AEC Institute in Nuclear Spectroscopy, University of California, Berkeley - Summer 1966 NSF/AEC Institute in Isotope Technology, Oak Ridge Institute for Nuclear Science - Summer 1967 (ONTROLNo. 7 8 4 4 0 . * . - U.S. Nuclear Regulatory Commission ' - January 1985' Page 4 - 6. DESCRIPTION OF EQUIPMENT AND FACILITIES * 6.1 Handling of the neutron source outside the howitzer is accomplished either with the howitzer source holder or threaded rod, one meter in length. 6.2 The source is used and stored in a Reactor Experiments, Inc. Visiflux 1 Model 1100 Neutron Howitzer. 7. RADIATION INSTRUMENTATION , 7.1 A complete list of radiation detection instrumentation is provided in Attachment "A" of this application for license renewal. , 7.2 Calibration of the radiation protection instrumentation will be checked after any electronic component replacement,in accordance with instrument manufacturer's instructions. For X-ray and gamma radiation, a radium ' reference source is used for survey instrument calibration. A 0.005pC Pu(239) reference source is used to test for alpha survey instrument calibration. Upon use, prior to a leak test, an instrument calibration leak test will be made to assure proper operation. A permanent record of the results will be maintained. ' 8. PERSONNEL MONITORING All personnel requiring monitoring by Title 10, Code of Federal Regulations, Part 20, Section 20.202 will be monitored and a complete record of radiation exposures will be maintained as required by the Federal Regulations. A film badge service will be employed to monitor radiation exposure to personnel. 8.1 Film badges. Persons involved in the work with the neutron source will wear neutron sensitive film badges. PROCEDURES TO PROTECT HEALTH AND MINIMIZE DANGER TO LIFE AND PROPERTY 9.1 The Howitzer and surrounding areas are labeled and posted in accordance with the instructions contained in paragraph 20.203 ' of 10 DRF 20. ' .U.S. Nuclea'r Regulatory Commission January 1985 Page 5 9.2 Manipulation of the source is done only by qualified personnel with the aid of the howitzer source holder or a threaded handling rod, one meter in length. The source normally is removed from the Neutron Howitzer only for leak testing. At any time the source is removed from the howitzer, supervision and monitoring will be provided by the Radiation Safety Officer. 9.3 Each time the source is used, information pertinent to the use of the source is logged by the authorized user. Neutron and gamma surveys are made each time the source is used in order to evaluate any possible exposure to personnel. 9.4 The neutron source is leak tested at six (6) month intervals using the wipe technique in the following manner: a. Unlock source. b. Remove source from the howitzer using the howitzer's source holder. c. Unscrew bottom section of source holder exposing the source capsule. A long-handled tool is to be used for this operation. d. Insert threaded handling tool into the hole of the source capsule. e. Remove the source capsule from the lower section of the source holder. f. Rotate the source against a filter pad. g. Return the source to the Neutron Howitzer and lock in storage position. h. Place the filter pad under a Victoreen Alpha Detector .(Model 489-60). , i. If less than 0.005 microcurie of removable contamination is detected ' on the test sample, record result of leak test in log book provided. J. A 0.005 microcurie standard plutonium source is used for comparison calibration each time that a leak test is made. I k. If 0.005 microcurie or more of removable alpha contamination is detected on the sample, promptly evaluate personnel and area for contamination. Prevent further spread of contamination. Consider i, the source leaking until proven otherwise. 1.
