Board Meetings Regula� Board meetings are typically scheduled the second and fourth Thursday of each month at 7:00p.m. at the Orange Un_ified School District Education Center, 1401 North Handy Street, Building H. The purpose of the Board meeting is to conducfbusiness. This is done in Open Session. Mattersdealing with students and employees are reserved for Closed Session to provide confidentiality as required by law. Other Closed Session topics include: pendinglitigation, property negotiations and collective bargaining issues with employee associations. Special Board Meetings Meeting notices for special meetings are posted24 hours in advance of the meeting and shall indicate the business to be transacted at the meeting. No other business shall be considered at the special meeting. The public will be provided an opportunity to address the item described in the notice. Emergency Board Meetings When the Board determinesthat an emergency situation exists, it may call an emergency meeting. The Board may hold an emergency meeting without complying with the 24-hour notice or 24-hour posting requirement for special meetings pursuant to Government Code 54956. The Board shall comply with all other requirements for a special meeting during an emergency meeting. Agendas Agendas contain a brief description of each item to be discussed or transacted atthe meeting. Copies of the agenda are available in the Superintendent's Office, Building B, at the District Education Center or on the web site at www.orangeusd.k12.ea.us/board/calendar .asp. Consent Items are routine in nature and generaHyrequire no discussion. These itemsare acted upon byone motion; however, any such item may be considered separately at a Board member's request Action Items are acted upon separately. Board members may ask questions or requestthat staff make a presentation before voting on an item. Information/Discussion Items do not require action bythe Board. The Board may take action only on those itemslisted in the printed agenda, except for emergencies. Any member of the public may requestthat a matterwit hin the jurisdiction of the Board beplaced on the agendaof a regular meeting. The requestmu ts be in writing and submittedt o the Superintendent atleast ten working days beforethe scheduled meeting date. Addressingthe Board Personswishing to address the Board are requestedto fill out a "Public Comment" blue availablecard at the meeting on the information table. The 11Public Comment" card should be submitted to the Superintendent or the Board Clerk prior to the start of open session. Speakers are limited to three (3) minutes per speaker with a maximum of twenty (20) minutes per topic. With Board consent, the Board President may modify the time allowed for public presentation. Power Point and computer presentations are !.!!!! allowed. A speaker may not relinquish his/her time to another. When addressing the Board, speakers are requestedto state their name for the record and address the Board from the podium. If the topic has been previously addressed, it is requested thatthe speaker's remarks be limited to new points only. Speakers will be called upon at the appropriate time during the meeting. Agendaitems may be addressed during the Board'sconsideration of the item. Itemsnot on theasem:Ja. that are within the Board's subjectmatter jurisdiction may be addressed during the "Public Comment" section. Items not on the agenda may not be acted on or discussed by the Board, but will be researched and respondedto in any one of thefollowing ways: 1) by telephone after research; 2) by mail after research; or 3) at a subsequent Board meeting as an agenda item. No boisterous conductshall be permitted at any Board meeting. Persistent boisterousconduct shallbe grounds for summary termination by the Board President of that person's privilege of address. ':4nyperson who willfullydisturbs any publicschool or any public school meeting is guilty of a misdemeanor and shall be punished by a fine of not more than five hundred dollars ($500). "(CEC § 32210) Complaints. against employees willnormally beheard in Closed Session. The District'scomplaint procedure should be followed before discussion with the Board. Requests for Information Requetss for information shall be made in writing and submittedto the Superintendent'sOffi ce. There is a nominal charge of $.1 0 per page for copies of public records. Orange Unified is a tobacco-free school district. Tobacco use oo Districtproperty is prohibitedat all times.
