Information Classification: CONFIDENTIAL 2 Notes of last Community Network Panel meeting (25th November 2020) To agree the notes as a correct record (copy circulated with the agenda) Page 2 - JS corrected that Bill Forbes is no longer the representative for St Agnes Parish Council on the St Agnes and Perranporth community network panel. Cllr Bill Forbes remains a member of St Agnes parish council. Page 3 Contacting Adrian Roper – RG to follow up - once received RG to circulate. RG JS proposed to accept notes as a correct record of the meeting on 25th November. AP seconded. Unanimous in favour. 3 Presentation on roll-out of 2021 Census (John Floyd, Census Engagement Manager - South West Cornwall and Isles of Scilly, Office for National Statistics) – followed by Q&A/discussion JF introduced himself to the panel. Please see attached presentation. Q – RG – what help do you want from the CNP? Is it to raise awareness? A – JF – Yes please. I’ve also written out to parish councils. Census form has been made really simple. I am here to help and assist. KY thanked JF for his presentation. 4 Update on Covid 19 Response & Recovery (Roger Gates) RG began his presentation which shows data from the beginning of lockdown 2 (November 2020). RG has been producing weekly reports for Cornwall Councillors and KY. The reports are snapshots of local and regional data on a weekly basis. However please note I am not a public health expert this data is taken from publicly available information. Comment - PM – thanked RG for an informative presentation. KY added how fortunate Cornwall has been and commended the actions of Cornwall Council and the Public Health team, which have meant outbreaks were rapidly dealt with. Please pass on thanks of St Agnes and Perranporth CNP to Cornwall Council. RG 5 Update on Network Highways Scheme (Roger Gates). RG reported Phase 1 schemes are all completed except for one scheme where there is a small amount of work remaining. The EOI’s and Client briefs have been completed, RG to forward these to parish councils for feedback. RG thanked all for the new schemes that have been put forward. JM – reported the footpath along Solomons Lane in Zelah had been used by off roaders and is now ankle deep in mud. Could Highways Scheme money be used to pay for a small digger/excavator to remove surface mud and then put road Page 2 of 4 Information Classification: CONFIDENTIAL plainings/hard core down on the surface to make it more durable. JM happy to meet someone and walk them round. RG to put this forward to Adrian Drake to see if this RG/AD can be considered. 6 Items from Community Network Panel members St Agnes Parish Council - JS reported positive results from the speed sensor in Blackwell. Don’t have a speeding problem going out of Penwinnick road. Perranzabuloe Parish Council - WR - Saints Trail. Asked whether PM had been able to make any progress on the Saints Trail route past Mithian school and reported he had raised it with the working group. PM has met with Nigel Blackler and highlighted the lack of a link between Perranporth and St Agnes. PM has also discussed with Vicky Fraser who confirmed there is money in Sustrans budget. Will start on a feasibility study this year (2021). KY added there are still major concerns about the Saints Trail. Cubert Parish Council - AP last part of our traffic calming into the village is being put in. AP to talk to Adrian Drake (AD) about the Holywell scheme AP/AD Crantock Parish Council - LH – nothing to report. St Newlyn East Parish Council - KR - meeting on Monday 8th February to see if we can open up old A30 to Carland Cross. St Allen Parish Council - JM - Last meeting we discussed working up Trevemper and Box Heater plans so we have something oven ready. Any developments to report? RG to discuss with Rick Clayton.
