A Message from the Principal Chief David W. Hill Hesci! As Principal Chief I am humbled and honored to establish the Mvskoke Reservation Protection Commission. This Commission is tasked to comprehensively undertake research, analysis and fact- finding to determine what actions and changes are necessary to develop new economic development, public safety, and social services policies that ensure a better future for tribal members and our neighbors as a result of the Supreme Court’s affirmation of our jurisdictional sovereignty over Mvskoke lands. The individuals on our Commission have been selected for their knowledge, education and experience in many specific areas that our historic victory concerns. As Muscogee (Creek) citizens, we are all heirs to a legacy of survival, perseverance and strength. Our ancestors dreamed that one day, we might find ourselves where we are right now. We have assembled the best and the brightest of us, from coast-to-coast all across the country to rise and meet this moment. No matter where you are if you are a citizen of this Nation, the Mvskoke Reservation is your home. And it’s up to each of us to protect it. The victory in the Supreme Court and the affirmation of our sovereignty was historic and will always be a day we fittingly celebrate. But, it’s the work we do now and moving forward that will ultimately stand the test of time and lead us to full victory. We have to work together to educate our neighbors that this decision is about clarity, not chaos. The opportunity in front of us to thrive is far greater than our Nation or the state of Oklahoma has ever seen. In his opinion, Justice Gorsuch wrote “at the far end of the Trail of Tears was a promise.” We have to plan. We have to act. And we have to protect that promise, and it starts now. Mvto! Hill w David W. Hill served as a Muscogee (Creek) National Council Representatve for 12 years prior to his election as Principal Chief. He also served two terms as Second Speaker to the National Council. Outside of public service, Chief Hill worked in the aerospace industry for 30 years. He and wife, Monica, have been married 39 years and they have three daughters. w Second Chief Del Beaver w Del Beaver served as a Muscogee (Creek) National Council Okmulgee District Representative from 2016 to 2019. Del also servers as the associate pastor of Native Stone Baptist Church in Sapulpa. Prior to joining the National Council, he dedicated 11 years to his career in Environmental Services. Del holds a Bachelor's Degree in Environmental Management from Northeastern State University and a Master of Studies in Operations Management. w Roger Wiley w Attorney General Roger Wiley is in his second stint as Attorney General for the Muscogee (Creek) Nation. Roger earned his juris doctorate from the University of New Mexico School of Law. He also holds a Bachelor of Arts from the University of Oklahoma. w Joseph Williams w Attorney Advisor Joseph Williams has 19 years of experience in the area of Federal Indian law and policy. Williams has worked for many tribes and tribal entities in Oklahoma as well for his own tribe on the Mississippi Choctaw Reservation. He proudly serves on the Board of Directors for Oklahoma Indian Legal Services, Inc., is past Chair for the Oklahoma Bar Association-Indian Law Section, is former Secretary for the Oklahoma Indian Bar Association, and is currently Chief Justice for the Supreme Court of the Sac & Fox Nation located in Stroud, Oklahoma. w Rod Wiemer w Attorney Advisor Rod W. Wiemer has engaged in private practice of law in Okmulgee for over 30 years. He currently serves as General Counsel to Muscogee (Creek) Nation Principal Chief David Hill and Second Chief Del Beaver and formerly served as General Counsel to Principal Chief A.D. Ellis. Wiemer has been appointed to the Oklahoma Indigent Defense System Board by Governor David Walters in 1993, reappointed by Gov. Frank Keating in 1998 and appointed once again in 2003 and 2008 by Gov. Brad Henry. As special prosecutor for MCN, he was able to prosecute over 50 bribery, embezzlement and public corruption cases in a span of two years. He is the former President of the Okmulgee County Bar Association and MCN Bar Association. w Jonodev Chaudhuri w MCN Ambassador Jonodev Chaudhuri currently serves as Ambassador for the Muscogee (Creek) Nation. Previously, Chaudhuri was nominated by President Obama and confirmed by the U.S. Senate to serve as the Chairman of the National Indian Gaming Commission from 2013-2019. Prior to his post at the NIGC, he served as U.S. Department of the Interior Senior Counselor to the Assistant Secretary of Indian Affairs and was the Chief Justice of the MCN Supreme Court from 2006-2012. Chaudhuri is currently the Chair of Indian Law and Policy Practice at Quarles & Brady LLP. He is a graduate of the Cornell University Law School (J.D., 1999). w Sarah Deer w Sarah Deer, J.D. is a University Distinguished Professor at the University of Kansas, where she has a dual appointment in the Women, Gender, and Sexuality Department and the School of Public Affairs and Administration. Her 2015 book, The Beginning and End of Rape, has received several awards, including the Best First Book Award from the Native American Indigenous Studies Association. She was inducted into the National Women’s Hall of Fame in 2019. She also serves as the Chief Justice for the Prairie Island Indian Community Court of Appeals and has testified in four Congressional hearings. w Daniel Wind lll w Acting Lighthorse Police Chief Daniel D. Wind III has been in law enforcement for more than 24 years with 15 years at the Muscogee (Creek) Nation Lighthorse Police Department. Daniel has worked with youth through the Lighthorse Explorers Program and as a youth pastor at New Beginnings Baptist Church. He is a graduate of the Federal Law Enforcement Training Center Chiefs of Police Command School, Oklahoma State University and the College of the Muscogee Nation. Daniel has been married for 25 years and has seven children. w Jeff Fife w Jeff Fife served as the Muscogee (Creek) Nation Secretary of the Interior from 2012-2016. He served six years as a criminal investigator during his 13-year career at the Muscogee (Creek) Nation Lighthorse Police Department. Jeff also served as a legislator during the 14th National Council Session, 2006-2007. Jeff holds an Associate of Police Science from the College of the Muscogee Nation and a Bachelor of Business Administration from Oklahoma State University. w Cheryl Renee Bourque w Cheryl “Renee” Bourque is the program manager for the tribal resource tool of the National Center for Victims of Crime. She has worked in victim’s services for the Bureau of Indian Affairs on the Pine Ridge and Standing Rock Reservations. Cheryl holds a Bachelor of Criminal Justice from St. Gregory’s University and a Master of Science in Human Resources. Cheryl began her career in law enforcement and victim’s advocacy in 2001. w Shawn Partridge w Acting Secretary of Community and Human Services Shawn Partridge currently serves as acting Secretary of Muscogee (Creek) Nation Community and Human Services. Prior to her current position, she was the director of the Nation’s Family Violence Prevention Program. Shawn is a founding board member and current president of the Native Alliance Against Violence (NAAV), Oklahoma’s tribal coalition against domestic and sexual violence. She holds an Associate in Liberal Arts from Haskell Indian Nations University, a Bachelor in Native American Studies and a Masters of Social Work from the University of Oklahoma (OU). w Sam "Bon" Deere w Samuel "Bon" Deere has served as Nuyaka Ceremonial Ground War Chief in his traditional life. Professionally, Deere is the Social Services Director for Alabama- Quassarte Tribal Town. He has been consulting, working and advocating for full compliance to the Indian Child Welfare Act within Tribal, State and Federal Courts across the country for almost 20 years. Deere carries on the teachings of his father, Phillip Deere, who taught the importance of who you are as Indian people, and never letting go of that knowledge and identity.
