First Quantum Minerals Pty Limited (FQM) through its wholly owned subsidiary FQM Australia Nickel Pty Limited (FQMAN) is proposing to mine the Shoemaker-Levy ore reserve at RNO. Ore reserves at RNO include three nickel laterite deposits; Halleys, Hale-Bopp and Shoemaker-Levy. Ministerial approval for the Halleys orebody area was received in June 1999 under Ministerial Statement Number 509 (MS 509). The Hale-Bopp and Shoemaker-Levy mine areas and infrastructure corridor were approved under section 46 of the Environmental Protection Act 1986 (EP Act) through the issue of a new Ministerial approval for the operations (Ministerial Statement 633 (MS 633)) in 2003. The latest amendment to MS 633 (May 2019) was for administrative changes relating to disturbance area boundaries. Development of RNO commenced in 1998 under the ownership of Comet Resources. In 2002 BHP Billiton purchased RNO and commenced construction in 2003. Operations commenced in 2008 but BHP Billiton placed the site into care and maintenance in 2009. FQMAN acquired RNO from BHP Billiton as a decommissioned nickel operation in February 2010. Under the ownership of FQMAN, modifications and upgrades were made to the plant and commissioning started in June 2011. Nickel was first produced in October 2011 and first exports were shipped by FQMAN on 25 November 2011 (FQMAN, 2016b). RNO was placed into care and maintenance in October 2017 due to persistently low nickel prices (FQMAN, 2017). FQMAN is now undertaking activities to facilitate recommencement of operations at RNO. Whilst the majority of ore in the southern mine pits of Halleys and Hale-Bopp has been mined, only approved exploration activities have been undertaken at the Shoemaker-Levy site. As part of recommencement of operations, FQMAN plans to commence mining and crushing of ore at the Shoemaker-Levy mine area. The Operating Licence for the Ravensthorpe Nickel Operations (L8008/2004/3) was issued by the Department of Environment Regulation (now the Department of Water and Environmental Regulation (DWER)) in May 2013. The prescribed premises area covered by this licence includes the Halle-Bopp and Halleys pits and existing infrastructure such as a processing plant, tailings storage facilities, evaporation ponds and power station. This infrastructure will also be utilised by the Shoemaker-Levy operations. The prescribed premises boundary in the licence does not include the Shoemaker-Levy mine area or the infrastructure corridor. The categories covered by the licence and their design capacities are shown in Table 1.1. There are no proposed changes to prescribed premises activities that are already approved in Licence L8008/2004/3. To facilitate mining of ore reserves at the Shoemaker-Levy deposit, construction of the following infrastructure within the approved Shoemaker-Levy and infrastructure corridor disturbance boundary is proposed: crushing facility infrastructure corridor that includes an overland conveyor system and saline water pipeline turkeys nest dam for storing saline water mine services area containing infrastructure including a bulk fuel storage facility, workshop and washdown bay. Attachment 2A within Section 4.0 illustrates the location of proposed infrastructure.
