Carried. ****** • It was moved by Mr. Sanchez, Minutes of April 1 and April 7, 1986 seconded by Mrs. Jourdan, that the Regents approve the minutes of April 1 and April 7, 1986 as distributed. Carried. ****** President Farer began his admin- Administrative Report istrative report by listing new appointments as follows: John Rinaldi, Dean of University College: William Hadley, Dean of College of Pharamcy: and Estelle Rosenblum, Acting Dean of College of Nursing. Paul Vassallo has resigned his position as Dean of Library Services to become full-time acting Associate Vice President for Computer Services in order to conduct a comprehensive analysis of UNM's computer services. He will be acting associate vice president until December 31, 1987, at which time a search will begin to fill the position on.a permanent basis. The search for a dean for library services will begin immediately. Farer announced that Charlene McDermott, Dean of Graduate Studies and • Professor of Philosophy, has accepted the position of Vice President for Academic Affairs at City College of New York and has submitted her resignation from UNM. Farer said that he accepted this resignation with regret. Farer stated that he previously reported to the Regents that the Presi­ dent's Office would keep reserve funds to be used when a college or department has the chance to hire an outstanding minority or woman but can't do this be­ cause of lack of funds." To date the following persons have been hired using these reserve funds: a woman in the Department of Geology: an Hispanic woman in the Department of Mathematics and Statistics: a woman in the Department of Physics: a woman in the Department of Sociology: an Hispanic woman in the De­ partment of Modern and Classical Languages: a Native American and an Hispanic scholar in the College of Education: Hispanics in the Department of Music and Theatre Arts: a Native American in the Law School: and an Hispanic woman in the Division of Public Administration. Farer explained that these hires were in addition" to those persons hired using lines ordinarily available to departments. He said that this proved that, properly administered, a good program of affirmative action enhances the quality of a university. Farer continued his report by saying that thanks to the efforts of Professor Pedro David, who has been on leave from UNM to work with the United Nations, and former Regent Arturo Ortega a meeting was arranged between Farer and the Undersecretary General of the United Nations for Administration to dis­ cuss ways in which UNM might become connected with the Program of the United Nations, particularly in the area of third world development and technical • assistance. As a consequence, the Undersecretary General agreed to designa one or two representatives to come to Albuquerque to review UNM and it seems likely that UNM could become an important venue for technical assistance pro- grams for the United Nations particularly in third world countries where Spanish or Portuguese is the principle language of government or teaching. -2- The first Burlington Northern Foundation Faculty Achievement Awards were recently awarded to Professors Rafael Diaz (Psychology), Chris Schultis (Music), Mohsen Shahinpoor (Mechanical Engineering), and Robert Waterman (Anatomy). Students nominated faculty for the award and the four mentioned • were selected from sixty nominations. It is hoped that the UNM Foundation will furnish funds so that additional awards may be made in the future. The first reports from the Strategic Planning Committees have been sub­ mitted to the President. These reports, as well as subsequent reports, will be distributed to the Regents and other interested persons. Farer continued his report by saying that there are serious problems in the economy of the state which may lead to some reduction in the UNM Budget approved by the Legislature last year. Under such circumstances it would be irresponsible not to initiate a process of contingency planning, and Farer has asked Vice President Desiderio to initiate such a process. In light of this it is necessary for those in central administration to do everything possible to reduce expenses. This will not be easy. The new Vice President for Re­ search will be on board in July and, since the former vice president was paid mainly from north campus funds, the net addition to administrative costs, including fringe benefits and secreta~ial help, will be in the area of $60-70,000. It is necessary to move ahead now to fill the position of Vice President for Business and Finance. This will add between $85-100,000 to the budget. The que,stion is how to offset these,antJciPi'i.ted,expenditures. One offset, already begun, is in connection with the ~Q~ttion of Executive Assistant to the President which now costs between $80-90,000 including fringe benefits and secretarial help. Bill Weeks, who presently holds the position, will retire June 30 and in order to realize a saving in this area, Farer has :3 appointed a committee on government liaison to carry out the duties of this, office. Members of the committee are Richard Cady, Willard Lewis, Jim • McLaughlin, Fred Perez, and Lee Zink, who are serving on a voluntary basis. Fred Perez has agreed to chair the committee and a portion of his time will be purchased from Leisure Services so that he ~an serve as Executive Assistant to the President. This will be tried on an experimental basis for one year to see if such a method will enhance UNM's total process of governmental liaison. In order to reduce administrative costs, priorities must be established and those positions regarded as luxuries must be identified. The Vice President for Finance should rank high on the priority list. The only posi­ tion which Farer said he could regard as a luxury is the position of Vice President for Administration and Planning. This position was established early in his administration to provide him with direct support in the multi­ tude of speaking engagements and other functions which the new president was invited to attend. At the time, it was agreed that this would be a "sunset" position to be reevaluated periodically. The position still serves some important functions; however, Farer is not convinced that it is essential to , r ,t-he· operation of central administration•..J;'arer. sa·id th~t he would like the ,Reg~nts' opinion~on, all- m_at.te~s that he has.,-dis_c_uss~d•. :-.' , " ;~.. Parer announced that the University of ~~w Mexico will be the recipient of. several paintings by Georgia O'Keeffe and that UNM owes Joe Goldberg, Univer­ • sity Counsel, a vote of thanks for his efforts in the negotiations. -3- 28 There has been a change in the Alumni Office, and, after close consulta­ tion with the officers of the Alumni Association, Steve Merrick has been named acting director of the office pending a national search for a director. Far. said that he is proud of the progress made in the area of alumni rela- tions, and that Charlene Chavez, Steve Ross, and Steve Merrick have played important parts in this progress.
