Thank You, Bill Langer Toronto 147 CORRESPONDENCE (C) May 3, 2012 CFN 47310 2011-2012 Executive Committee Toronto and Region Conservation Authority Subject: REQUEST FOR DISPOSAL OF TORONTO AND REGION CONSERVATION AUTHORITY-OWNED LAND South of Eglinton Avenue, west of Scarlett Road (adjacent to 223 Edenbridge Drive, City of Toronto, Etobicocke York Community Council Area) Humber River Watershed I am writing this letter to the members of the Executive Committee to express my concern and opposition 2 over the proposed disposal of approximately 2,800 ft of parkland that lay in the Humber River valley and the Humber River watershed. As noted by the TRCA itself, the City of Toronto is facing ever growing challenges in maintaining possession of the limited amount of natural vegetation cover dispersed throughout the municipality. Continued urban growth in will result in the loss of 460 hectares (1,137 acres) of natural vegetation; A portion of this loss will occur in the Lower Humber River subwatershed, where the property in question is located. Given the significant development in this watershed, in addition to safeguarding this natural habitat and the crucial role it plays in the environmental, there is a growing need to identify and protect the cultural resources of these areas. In June 2008, TRCA published the Humber River Watershed Plan Implementation Guide , which listed the following recommendations as part of it watershed management strategy: 1. Protect and expand terrestrial natural cover. Land use policy, regeneration and land securement projects are the primary implementation mechanisms to achieve this set of recommendations 2. Build more sustainable new communities and retrofit older ones to improve their sustainability by improving water management and promoting more sustainable practices overall. Improving water management included managing pre-development water balance by protecting natural heritage systems, and by naturalizing urban landscaping. By relinquishing TRCA property that contains mature trees, stabilizing root systems, and pervious landscaping that infiltrates and treats the water quality of stormwater runoff that will outlet to the Humber River, the TRCA is in effect dismantling part of the natural cover that maintains the watershed. 3. Recognize the Humber’s distinctive heritage through an enhanced region open space system. Securing additional lands for green space is intrinsic to supporting healthy communities in celebrating and enjoying part of Toronto’s natural and cultural heritage. 148 Due to the significant development in the Humber River watershed, there is an urgent need to identify and protect the cultural resources of this area. According to the TRCA, “of 1,401 historical sites and buildings in the Humber River Watershed, only six per cent are currently protected, under the Ontario Heritage Act” (TRCA, 2012). Instead of depleting existing park land, we should be seeking to acquire additional lands throughout the city, and ensuring that parkland currently in possession of the City remains so. By selling this portion of land to a private owner, the TRCA is acting contrary to its own environmental management strategies and best management practice recommendations.
