CITY OF WESTMINSTER – CITY MANAGEMENT AND COMMUNITIES DELEGATED AUTHORITY REPORT 7571 TRAFFIC ORDERS – BURLINGTON GARDENS AND OLD BURLINGTON STREET INTRODUCTION OF RESTRICTED PARKING ZONE, AND AMENDMENTS TO PARKING PROVISIONS AND WAITING AND LOADING RESTRICTIONS (Drawing Nos. 70043758-WSP-P01-DR-HI-1202 and -1203 Revs S1-P01) (St. James’s Ward) Background Information Westminster City Council, with a funding contribution from the New West End Company, has developed proposals for a high-quality public realm scheme in Burlington Gardens. The proposals are intended to emphasise the importance of Burlington Gardens as the public forecourt to the northern entrance of the Royal Academy of Arts and to improve pedestrian movement and safety along the length of the road. The public realm improvements in Burlington Gardens include: · the reconstruction of the highway using a combination of Yorkstone and granite setts and Yorkstone slabs to complement the architecture of the Academy; · the elevation of the carriageway between Cork Street and Vigo Street so that it aligns flush with the height of the footway, reducing its visual dominance; · the lowering of the raised carriageway between New Bond Street and Cork Street to reduce vehicle speeds along the road and to support disabled access to the taxi rank (see item (c) below); · the widening of the north-western footway and decluttering of both footways to: o reduce crossing distances and pedestrian congestion; o raise the profile of commercial frontages; and o provide opportunities for seating and cycle parking; and · improved street lighting. The design of these measures is intended to continue the aesthetics of the completed public realm improvements in New Bond Street, which lies at the south-western end of Burlington Gardens. The associated traffic management proposals (set out below) would extend the New Bond Street Restricted Parking Zone throughout Burlington Gardens up to its junction with Vigo Street. Proposals To support the public realm improvements in Burlington Gardens, it is proposed to: 7571/PJ WSP, Room 603, 52 Grosvenor Gardens, London, SW1W 0AU; T 020 3057 2156 1 (a) introduce a Restricted Parking Zone (RPZ) which would restrict waiting and loading “at any time” throughout Burlington Gardens (without any visible yellow road markings), except in three designated goods vehicle loading bays on the north-west side of the road: · outside Nos. 3 to 5 Burlington Gardens (15.5 metres); · outside No. 7 Burlington Gardens (10 metres); and · adjacent to No. 1 New Bond Street (14.5 metres) – the existing loading bay adjacent to this property would be removed; (b) remove all existing residents’ parking places and a redundant diplomatic parking place from Burlington Gardens to create a more open streetscape; (c) relocate the taxi rank outside the Royal Academy of Arts, No. 6 Burlington Gardens to the north-west side of the road, adjacent to No. 1 New Bond Street; (d) introduce a “Blue Badge” disabled persons’ parking place outside No. 1 Old Burlington Street; (e) introduce a residents’ parking place outside No. 31 Old Burlington Street (15.5 metres) – the pay-by-phone parking place (5 bays) outside Nos. 31 and 32 Old Burlington Street and adjacent to Nos. 3 to 5 Burlington Gardens would be removed; (f) extend the pay-by-phone parking place outside No. 30 Old Burlington Street south- eastward by 5.5 metres (1 bay); (g) extend the residents’ parking place outside Nos. 3 to 9 Old Burlington Street north- westward by 4 metres; and (h) shorten the residents’ parking place outside No. 1 Old Burlington Street by 9.5 metres at its south-eastern end. The proposals would result in an overall gain of one taxi rank and one “Blue Badge” disabled persons’ parking place, and an overall loss of four pay-by-phone parking bays, nine residents’ parking spaces and one diplomatic bay (which is no longer required). Recommendation It is recommended that Traffic Orders are made to facilitate the implementation of the measures described above and shown on Drawing Nos. 70043758-WSP-P01-DR-HI-1202 and -1203 Revs S1-P01. Statement of Reasons The introduction of a Restricted Parking Zone in Burlington Gardens and removal of parking places from this road are necessary to improve pedestrian safety and movement, particularly around the frontage of the Royal Academy of Arts and the Burlington Arcade. The introduction of “at any time” waiting and loading restrictions throughout the road (except where loading bays and a taxi rank are provided) will prevent obstructive parking and maintain traffic flow following the widening of the north-western footway and will ensure there is a high level of visibility between pedestrians and other road users. 2 The introduction of three goods vehicle loading bays on the north-west side of Burlington Gardens (and the removal of the existing loading bay adjacent to No. 1 New Bond Street) will provide dedicated areas for couriers and goods delivery vehicles to load and unload without impacting traffic flow or pedestrian movements. The rearrangement and re-allocation of parking provisions in Old Burlington Street will provide a reasonable balance of visitor and residents’ permit holder parking following the removal of parking from Burlington Gardens. I agree / do not agree to the above recommendation and statement of reasons and give the following authorisations: (a) that procedural steps be taken with a view to Traffic Orders being made under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984; (b) that subject to no objections being received as a result of public notices and consultation, such Traffic Orders be made as proposed; and (c) that in the event of objections being received, they be referred to me for consideration and reported to the Cabinet Member(s) if I consider it to be necessary in accordance with City Council procedure, following which I will decide whether or not the Traffic Orders should be made, with or without modification.
