PANGILINAN FOR HIS INVALUABLE CONTRIBUTIONS AS MAJORITY FLOOR LEADER AND CHAIRMAN OF THE COMMITTEE ON RULES FROM THE 12TH CONGRESS UP TO THE 14THCONGRESS. WHEREAS, Senator Francis “Kiko” N. Pangilinan served as the Majority Floor Leader of the Philippine Senate from the 12“ Congress until the 14‘” Congress (12 January 2004 to 17 November 2008), a position which he effectively held with zeal, industry, and integrity; WHEREAS, when Senator Pangilinan started serving as Majority Floor Leader in the 121h Congress, he was the youngest senator to assume such post since the restoration of Philippine Congress in 1987; WHEREAS, while serving as Majority Floor Leader, Senator Pangilinan also concurrently served as Chairman of the Committee on Rules and has been assiduous, diligent, hardworking, and committed to ensuring the flow of deliberations, debate, and passage of important legislative measures as efficient and effective as possible; WHEREAS, as a hardworking, passionate, and fully committed Chairman of the Committee on Rules, Senator Pangilinan has done a magnificent job of consolidating views, shepherding legislation, and shepherding the desires, intents, programs, and advocacies of each of the senators; WHEREAS, Senator Pangilinan, in his simultaneous capacity as Majority Floor Leader and Chairman of the Committee on Rules, has ably steered the Philippine 1 Senate, from the 12thCongress up to the 141h Congress, into becoming a more credible, responsive, and effective institution; NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Philippine Senate expresses its profound appreciation and commendation to Senator Francis “Kiko” N.
