The BSNL, at the time of award of work under the contract or during currency of the contract reserves the right to decrease or increase the work by up to +/ -25% of the total quantum of work specified in the schedule of requirements without any change in the rates or other terms and conditions. However the individual item of works may be varied in any quantum within the overall limit of +/ - 25 % of the contracted value in terms of rupees or in physical terms as BSNL decides. The bidding process will be accepted only through e-Tendering platform. Dodamarg Taluka area is included under Sawantwadi SDCA. 2. Area of Work (Details given in rate sheet of financial bid). 3. Period of : One Year from the date of agreement (extendable by one more year) contract 4. Availability of : e-Tender document can be obtained by downloading it from the website e-Tender www.eprocure.gov.in . The physical copy of the Tender document would not be Document: available for sale. e-Tender documents will be available for downloading from 11/10/2017 (13.00 Hrs) to 01/11/2017(upto 13.00 Hrs.) 5 MODE OF (i): The Tender fee in the event of downloading from website should be paid in PAYMENT the form of Crossed Demand Draft / Bankers Cheque issued by any Nationalized /Scheduled Bank in favour of “BSNL Sindhudurg” payable at Sawantwadi. (ii)The Crossed Demand Draft/ Bankers Cheque should be submitted offline in the envelop as mentioned in clause 4.2 of Section- IV B (iii)The Tender fee is non-refundable & non-transferable. 6 MSME I)MSME/NSIC bidders registered for similar items may claim exemption from VENDORS payment of cost of tender form, EMD /Bid Security. The bidder shall furnish along with the bid a certificate/documentary proof in respect of registration clearly showing it‟s validity as on date of opening of the bid. Moreover, they should also produce documentary evidence showing that the firm is MSME registered for the items tendered for. Failure to comply this provision shall result in summarily rejection of the bid. II)Reservation of of 20% estimated tender quantity for MSME registered firm/MSME within L 1+ 15% :-Reservation of 20% of estimated quantity /requirement provided their quoted price is within the band of L1 + 15%. Out of this quantity sub target of 4.% is earmarked to be procured from SC/ST owned eligible MSMEs. In case of more than one such eligible MSME, the supplier will be shared equally. III) If a vendor registered with body specified by Ministry of Micro, Small & Medium Enterprise claiming concessional benefits is awarded work by BSNL & subsequently fails to obey any of the contractual obligations, he will be debarred from any further work/contract by BSNL for ONE Year from the date of issue of such order [BSNL Revised Procurement Manual clause No. 12(12.2[d]) BID The bidder shall furnish the bid Security / EMD in a following way:- 7 SECURITY / Demand Draft/ Banker‟s cheque issued by any Nationalized /Scheduled Bank EMD : (Refer drawn in favor of “BSNL Sindhudurg” payable at Sawantwadi. Clause 8 of Section IV A ) 8 Performance The total amount of Performance Security Deposit including MSME Security: shall be 5% of the contract value (Refer Clause 5 of Section V) 9 Tender bids received after due time & date will not be accepted by the online system. For submission of offline documents, tender box will be kept in O/o AGM Planning , Telephone exchange, Salaiwada, Sawantwadi, in office hours and upto 13.00 Hrs of last day of Submission of tender. 10 All documents submitted in the bid offer should be preferably in Hindi/English/Marathi. In case the certificate viz. experience, registration etc. is issued in any other language other than Hindi/English/Marathi, the bidder shall attach an English translation of the same duly attested by the bidder & the translator to be true copy in addition to the relevant certificate. 11 All documents should be digitally signed by the bidder/ vendor organization. 12 “The GM, BSNL Sindhudurg, reserves the right to accept or reject any or all the bids without assigning any reasons whatsoever and he is not bound to accept the lowest tender rate. 13 TERMS AND CONDITIONS OF THE TENDER. 13.1 During the entire evaluation process, if it is observed that the downloaded and/or it is tempered/changed/ altered/modified in anyway, the bid will be rejected and a case of fraud will be registered with police. The tenders which are not submitted in above mentioned manner (1 to 10) will be liable to be rejected. 13.2 Eligibility Conditions: Bidder must submit following documents with the tender form: i. The registration of the firm. ii. Blue ink signed Original/Attested “Power of Attorney” in case a person other than the Bidder has signed the tender document. iii. Latest Income Tax Return along with photo copy of PAN Card. iv. Labour license for any of on going works, and if not available at the time of bid submission or there are no on going works, enclose a declaration letter mentioning that labour license will be obtain on award of contract within stipulated period. v Experience certificate equivalent to 35% of the estimated cost he is bidding for, in any 3 financial year (including current financial year upto DNIT date) during last Five years.
