I kindly request that the present letter and the annexes thereto be circulated as a document of the General Assembly, under agenda items 34, 71, 114, 135, and of the Security Council. (Signed) Mher Margaryan Ambassador Permanent Representative 20-13302 (E) 131020 *2013302* A/75/501 S/2020/988 Annex to the letter dated 7 October 2020 from the Permanent Representative of Armenia to the United Nations addressed to the Secretary-General President of the Republic of Artsakh Call for the formation of an international anti-terrorist coalition Right now, Artsakh and Armenia are literally at the forefront of the fight against international terrorism. However, in this case, the specificity lies in the fact that the enemy, threatening the existence of world civilization, attacked our country hiding behind the flag of a United Nations Member State, as part of the army of that State, and often instead of that army. In today’s world, when it is impossible to hide anything from anyone, everyone clearly sees and observes the penetration of the international terrorist network of jihadists into Azerbaijan. It is no longer a secret for any country in the world that the target of this monstrous terrorist network is the peaceful population of Artsakh and Armenia, our cities and villages, our right to live in freedom and be the masters of our own destiny. Today, Turkey, which is consistently feeding and managing this network, with the consent of the opportunistic authorities in Baku, uses Azerbaijan as a tool to create a new hotbed of international terrorism in the South Caucasus. I am confident that every responsible actor in international politics, be it a State or an organization, clearly understands the dangerous consequences of such developments. The ramifications of the jihadists’ ambitions to create a State-like entity in Iraq and Syria are not forgotten. All nations of the world must prevent Turkey’s plans to turn Azerbaijan into a hotbed of terrorism in the South Caucasus. Today, Armenia and Artsakh are at the forefront of this struggle, for we have risen to the challenge imposed upon us. And we will fight until the final victory. But this is a challenge not only for Armenia and Artsakh. As the President of a country fighting for its independence, I call on the civilized world to take an active part in the fight against terrorism. The imperative of the day is the creation of an efficient and effective international anti-terrorist coalition. I am confident that the victory will be ours.
