This report must be published within six months of the election and must include the results for each voting station. The by-elections were a result of two vacancies in the Legislative Assembly. The member for Arthur-Virden, Mr. Larry Maguire, resigned his seat on October 18, 2013. The member for Morris, Ms. Mavis Taillieu, resigned her seat on February 12, 2013. Pursuant to Order in Council number 473/2013, the Chief Electoral Officer issued writs of election to the Returning Officers for both electoral divisions on December 27, 2013. ELECTORAL DIVISION RETURNING OFFICER Arthur-Virden Marilyn Wakely Morris Clarence Morris Nominations were set to close on January 13, 2014 and the by-election was directed to take place on January 28, 2014. The boundaries of the electoral divisions were the same as in the 2011 provincial general election as established in 2008 under The Electoral Divisions Act based on the Report of the 2008 Electoral Divisions Boundaries Commission. Maps showing the electoral division boundaries and voting area boundaries are included in this report. Voter Registration – Arthur-Virden A total of 13,839 eligible voters were registered in Arthur-Virden. Close to 99 per cent of these voters were placed on the voters list during enumeration, held from December 28, 2013 to January 12, 2014. This period included an additional two days beyond the regular enumeration period, in order to ensure as complete a preliminary voters list as possible. During revision, 53 additional voters were registered, or less than 0.5 per cent of the total. The balance of 118 voters, or 0.8 per cent, was sworn on to the list following revision. An eligible voter must take the required oath and produce the required identification to swear on to the voters list. Just over 94 per cent of these voters were placed on the voters list during enumeration, held from December 28, 2013 to January 12, 2014. As in Arthur-Virden, two days were added to enumeration to facilitate a more complete preliminary voters list. During revision, 567 additional voters were registered, or four per cent of the total. The balance of 266 voters or 1.9 per cent were sworn on following revision. An eligible voter must take the required oath and produce the required identification to swear on to the voters list. REGISTERED PARTY DATE OF REGISTRATION Communist Party of Canada - Manitoba April 30, 1999 Green Party of Manitoba August 17, 1999 Manitoba Liberal Party December 12, 1980 New Democratic Party of Manitoba November 17, 1980 The Progressive Conservative Party of Manitoba November 25, 1980 Nominations Nominations for both by-elections closed at 1:00 p.m. on Monday, January 13 with four candidates being nominated in Arthur-Virden and five in Morris. The following tables show the nominated candidates and the registered party which endorsed each of the candidates. In addition to regular voting on election day, Manitoba voters were able to vote at advance locations, through homebound and absentee voting opportunities and at institutional voting stations. Advance voting stations were established to allow voting before election day. During the by-elections advance voting was held from January 18 to January 25, 2014. As in all elections, homebound voting was available for voters who were unable to go to a voting station because of a disability. This method of voting was also available to the caregivers of these voters. Any qualified voter who was away from their electoral division during advance voting and on election day could take advantage of absentee voting prior to the opening of advance voting. The Elections Act allows for institutional or mobile voting stations for health care facilities and correctional institutions. Since June of 1995 The Elections Act provides for people to have their name and other personal information either obscured or omitted from the voters list in order to protect the voter’s personal security. During the Arthur-Virden and Morris by-elections, there were no personal security voters. Arthur-Virden Voter turnout for Arthur-Virden was 33.31 per cent. Turnout for Arthur-Virden in the 2011 general election was 51.91 per cent. Absentee Voting — In the Arthur-Virden by-election there were 14 voters (0.3 percent of the total votes) who utilized the absentee voting opportunity. Advance Voting —Advance voting was held in 14 locations including the returning office. There were also two mobile advance locations. During advance voting 537 ballots were cast. Of the total ballots cast in Arthur-Virden, 11.6 per cent were cast during the week of advance voting. Homebound Voting — The number of people utilizing this voting opportunity was 18 (0.4 percent of the total votes cast). Voting in Institutions — There were four institutional mobile voting stations in use, serving voters in eight different communities.
