Land East of Great Notley Welcome Thank you for coming to today’s exhibition. We are talking to the local community about our plans for new development on land east of Great Notley. Our site forms part of a wider area of land that has been allocated for new development in Braintree District Council’s local planning policy as land south of Braintree and east of Great Notley. The site is identified by the red line on the plan to the right. Bloor and Bellway Homes are in the process of developing a coordinated and comprehensive masterplan to create a sustainable new community including crucial infrastructure and services on the site. We are here to present these proposals to you and would really welcome your feedback. Members of the team are on hand to answer any of your questions and please take a moment to fill in one of our feedback cards and leave it with us. Our site forms part of this allocation. Policy BLAN The Local Plan will, when formally adopted, become 114 in the emerging plan, sets out a vision for a new part of the Development Plan for the area and will be community linked to both Great Notley and Braintree. the core document in the determination of planning applications. Additionally, it is approximately a mile from Braintree’s rail links, and benefits from bus links on both London Road and Notley Road. Our plans will also include pedestrian and cycle links, as well as other measures to promote and encourage sustainable transport. Local transport links Our proposals Primary access to the new development will be provided through a new junction on Notley Road. Bloor and Bellway are currently liaising with Essex County Council on the design and layout of this junction. This will allow traffic to enter and exit the site efficiently. The proposals include the facilitation of a future road link connecting through the site to London Road. This link will reduce the amount of traffic on Bakers Lane, which we believe will be of benefit to local residents. A new link road can be delivered through the site Land East of Great Notley WelcomeDrainage We are carefully considering both surface water and foul sewage drainage as we prepare our proposals for the site. Our plans will include sustainable drainage systems, to ensure that the rate of water runoff from the site will not exceed the current greenfield rate. As part of our pre-application discussions with stakeholders, we are engaging with the relevant drainage authorities to determine what foul water infrastructure will be required on-site. This will likely require the provision of new pumping stations as part of the new development. Noise Given the site’s location south of the A120, it is important that our proposals include measures to mitigate and minimise noise in the development. The masterplan for the site includes a noise buffer on the boundary with the A120, which will reduce the amount of traffic noise that can be heard on the site. The majority of the homes on our site are located further away from the A120 as well, reducing the impact of traffic noise on many of the future residents. We will continue to liaise with all relevant local stakeholders about ensuring that noise levels are acceptable across the site. Land East of Great Notley Responding to planning policy The draft policy allocation for the site requires the delivery of homes, facilities and infrastructure across the whole site. These include: • Around 1,750 new homes of mixed size and type appropriate to the area. Our site will be able to deliver 1,450 of these homes • A new primary school • Open space and recreation, including sports pitches • Financial contribution to local infrastructure such as secondary school • Early years and childcare provision • Business facilities as part of a village centre • New health centre • New allotments The image below shows how some of the benefits set out in planning policy could be delivered on our part of the site.
