Currently, Province of Potenza has recently (Nov 2013) adopted the Provincial Master Plan (Territorial Coordination Plan, TCP) that draws the local governmental proposals for the development of the provincial territory (in relation to the regional/national and interregional programs) and, in particular, provides guidelines and support to the local actors (including Communities, private sector and Municipalities) for the correct use of the land and the territory. An important role is played by the territorial risks and by the effects they may have on the communities in case of disasters. Province of Potenza is mostly characterized by all the mayor natural risks and the potential impacts of disasters on the community are very serious. For this reason, an important section of the TCP is dedicated to the risk assessment/management and to the mitigation activities as important actions to be performed also at the urban level. An innovative aspect developed in the TCP (one of the first cases over the national scenery) is the implementation of the “resilience of communities” policy in territorial planning, by introducing risks-mitigation directives and recommendations (also providing technical, organizational and knowledge support) to be applied to the local and urban planning and strategic actions in order to involve the local actors, the private sector and the community itself in the resilience’s implementation processes. After the official approval of the TCP (Nov 2013), the Province of Potenza is playing locally a fundamental role in monitoring the effectiveness of the action, as it is engaged in giving support to local authorities and in verifying the consistency of their local and urban plans with the provincial one. Hazard and Vulnerability Profile (Please indicate major disasters that have occurred, prevailing hazards and vulnerable conditions.) - Major disasters that have occurred: • The most serious earthquake in the last 100 years was the seismic event Irpinia-Basilicata 23rd November 1980 with a magnitude of 6.9 in the Richter scale. Essential 1 – Risk reducing organization and coordination in place Status - 3 Progress and achievements – • Many agreement protocols signed by the Province of Potenza with provincial municipalities for the collaboration and methodological support in the construction of the local civil protection systems; • Construction of an Integrated Territorial Network having its control unit in the Provincial Emergency Management Operation Centre (SOP). The Network represents an interconnection tool for all the components forming the complex Provincial Civil Protection System, in particular for the municipalities, and it also intended to convey the concept of "self-protection" and “resilience” over the territory. The instrument permits also information exchange/sharing among the various civil protection organizations, skilled people, administrations and citizens. It will be used for exchanging information and for a better wide spreading of the support activity over the provincial territory. Therefore it represents a useful technical-operational tool to implement on the territory the evolution of self-protection concept, that is ‘resilience of community’, as an important action for disasters prevention.
