Calubad Stenographic Reporter III The session started with a prayer by Honorable Elizabeth B. Bagonoc followed by the singing of the Philippine National Anthem and the General Santos City Hymn by the General Santos City Government Performing Arts Company – Choir Division. The session was called to order at 9:20 o’clock in the morning with the Honorable Dominador S. Lagare III presiding. After the roll has been called and there being a quorum, the chair thereupon declared the 40th regular session open for business. F. READING AND ADOPTION OF MINUTES OF THE 39TH REGULAR SESSION: On separate motions, Councilor Bagonoc moved for the dispensation of the reading and approval of the minutes of the 39th regular session, duly seconded by Councilors Pacquiao and Tan. There being no correction manifested, said minutes was then ruled adopted. MINUTES OF THE 39TH REGULAR SESSION – ADOPTED G. PRIVILEGE HOUR: With the presence of CENRO personnel in the person of Ms. Cathy Bitco, who was invited based on the previous session’s discussion to give enlightenment on the death of the dolphin found in the city’s shoreline, Hon. Bagonoc took the cudgel of availing the privilege hour. On suspended rules, Ms. Bitco reported the official findings on the cause of the death of the dolphin found at Sitio Royeca, Barangay Buayan, this city. As per result of the necropsy conducted, there was no bullet found inside the body of the dolphin as such the allegation that it died of gunshot wound is unjustified. It was concluded that the dolphin died of stress and starvation with wounds or lacerations on its body caused or bitten by shark. There were many questions raised and duly responded by Ms. Bitco. It was even suggested that the task force created for Butanding should also monitor all other species found in the municipal waters of the city; their activities be permanent and that they should be given the necessary support. Also on suspended rules, Dr. Rosalinda Cortez from DENR answered MINUTES 17TH SP 40th REGULAR SESSION - 29 April 2014 page 1 of 6 queries raised by members of the Council particularly on matters pertaining to the protection of the city and Sarangani Bay’s protected seascape. After further discussion, Hon. Bagonoc thanked the invited speakers for their presence. Meanwhile, Hon. Leyson also availed of the privilege hour after having been reconsidered. He took issue of the complaint of a consumer in Barangay Apopong on the billing of SOCOTECO II particularly on charges itemized on the bill which the consumer could not properly comprehend. On suspended rules, Mr. Jefferson Pia from SOCOTECO II was made to answer queries which he could not capably respond for he is not the personnel assigned on the subject matter under consideration, as such the body decided to forego the inquiry and reset the privilege hour of Hon. Leyson in the next session. Upon resumption of the rules, the chair requested the secretariat to send communication to SOCOTECO II to send proper representative who can respond to the queries of the Council on the subject matter raised by Hon.
