OFFICIAL Pillar 2 Testing - Daily Report for regional teams 27 August The National Testing Programme is experiencing exceptionally high demand due to a number of factors such as the return of schools, and this is expected to remain high for the next few weeks. In order to raise awareness of our performance in regional and local test sites, mobile test units and labs throughout this period, a daily report will be shared with regional teams. The report will include the latest communications, developments and channel data. We are updating our communications on the booking system to support the service through this period, for example, encouraging people to come back later when more tests will be available, and to put a cap on the mileage for the nearest available test site, when the closest site is fully booked. We are also targeting national communications to help stem demand. Line to take: A DHSC spokesperson said: “This country now has the capacity to test for coronavirus on an unprecedented scale. “To respond to increased demand, we are making more tests available each day and are allocating testing capacity based on areas of greatest need and prevalence of the virus. “We are scaling up our testing capacity even further to 500,000 tests a day by the end of October, expanding our network of testing sites and laboratories as well as investing in new testing technologies.” Background • Demand for testing is increasing and as such test sites in areas with higher prevalence will be prioritised and continue to provide higher volumes of testing; areas with lower prevalence will have reductions of testing capacity. • Booking slots are made available the evening before for morning appointments, and on the morning for afternoon appointments. We are continually seeking to release more booking slots, so constituents should come back later to the website or 119 service and re-attempt their booking. • For home testing, in rare circumstances when there’s high demand we pause the booking portal for short periods to help smooth out demand. OFFICIAL • Allocated testing capacity in drive through test sites in Northern Ireland, Scotland and Wales will continue to meet or exceed their average daily test numbers. Appointments at some sites in Scotland have filled today but will be available to book tomorrow. • The latest lighthouse lab to join the network is in Newport and will shortly begin to scale test processing capacity. Further labs will be announced in due course. • Work is ongoing to increase the number of testing sites available to 500 and we recently announced the following pilots for new tests to further boost capacity: o A new, rapid test for Coronavirus which can return results in just 20 minutes: https://www.gov.uk/government/news/trial-of-rapid-coronavirus-test-launched-in- hampshire o A new Coronavirus saliva test: https://www.gov.uk/government/news/new-saliva-test- for-coronavirus-piloted-in-southampton o 5,000 DNA ‘Nudgebox’ machines, supplied by DnaNudge, to be rolled out across NHS Hospitals in the UK to analyse DNA in nose swabs, providing a positive or negative result for COVID-19 in 90 minutes, at the point of care, and o New rapid LamPORE tests, processing swab and saliva samples to detect the presence of COVID-19 in 60 – 90 minutes: https://www.gov.uk/government/news/roll-out-of-2- new-rapid-coronavirus-tests-ahead-of-winter • We are continuing to assess the feasibility of these pilots. • To support increased testing, we announced the expansion of the ONS infection survey to provide extensive, weekly data on the spread of infection, supporting rapid testing and diagnosis of COVID-19 both nationally and in areas of concern. Led by the Office for National Statistics and The University of Oxford in partnership with the Departments of Health across the UK, the survey uses routine swabbing and antibody testing to provide insight into the rate of infection and antibody levels in the community. Latest Developments • There is no reduction in testing capacity. Capacity continues to grow and will soon grow much more as more lab capacity comes online. • However, there has been a concurrent increase in demand for symptomatic testing across the UK (for example, demand in Scotland has doubled in 2 weeks from 20k/week to 40k/week) while we are also increasing asymptomatic testing across social care in line with previous ministerial commitments. • We have expected pressure on the system for 2-3 weeks and have done everything we can to ensure maximum usage of available capacity. The labs have been processing record volumes over the past week and we are working hard to bring on additional capacity. • For regional stakeholders, it is vital that we make good use of available resource and prioritise. It is worth stressing that we have protected the availability of testing in areas of highest risk, driven by JBC analysis. • Further slots were opened this morning to allow new bookings, and the utilisation rates are being monitored throughout the day to ensure that we are optimising service in outbreak areas. Some parts of the UK will close prior to these locations, though we anticipate all sites being closed for bookings this afternoon, before appointments are opened for tomorrow.
