The ACT became operational July 1, 2015. Programs authorized by WIOA will help job seekers and workers access employment, education, training and support services to succeed in the labor market and match employers with skilled workers they need to compete in the global economy. A cornerstone of the public workforce investment system in North Carolina is the NCWorks Career Center which brings together key employment, education and training programs. A NCWorks Career Center is located in each of the counties of the Cape Fear Region – Brunswick, Columbus, New Hanover and Pender. The Cape Fear Council of Governments workforce development staff at the direction of the Cape Fear Workforce Development Consortium Board and the Cape Fear Workforce Development Board plans and implements workforce activities for adults, dislocated workers and youth ages 16-24. A variety of training options and opportunities are offered that will lead to employment, job retention increased earnings and a better quality of life. The Council of Governments also is responsible for allocating resources and monitoring of program activities to ensure program quality and effectiveness. Tri-County Homeless Interagency Council The Tri-County Homeless Interagency Council is the Cape Fear Area’s HUD - approved homeless Continuum of Care (NC-506). The Continuum of Care is an alliance of service providers, local government agencies, and other public interests whose common goal is the reduction and ultimate elimination of homelessness in the Cape Fear Region. Beginning in 1995, HUD encouraged the establishment of Continuums of Care in order to coordinate services and housing resources for those experiencing homelessness. On an annual basis, our CoC brings in approximately $1 million in federal, state, and local funds to provide emergency services and housing to individuals and families who are homeless. With the passage of the HEARTH Act in 2009 and the Opening Doors federal strategic plan to end homelessness, Continua of Care are required to have and administrative backbone and further align their sources of federal, state, and local dollars. In an effort to meet the expectations of federal and state partners, the Cape Fear Council of Governments is now staffing a CoC Administrator. The COG provides administrative support to the CoC in the form of: ensuring regular meetings of the full Tri-HIC its sub-committees, managing the grant application process for both the HUD Transitional Housing/Permanent Supportive Housing NOFA and Emergency Solutions Grants, staffing the System Administrator for the local HMIS implementation, managing all data submissions in the HUD Homeless Data Exchange system including the Annual Homelessness Assessment Report (AHAR), Housing Inventory Chart (HIC) and service gaps analysis, providing information on homelessness amelioration to Community Development staff for the City’s Consolidated Plan and CAPER activities, facilitating the development of an effective Coordinated Assessment system, and representing the continuum at local, state and national conferences and trainings related to housing and homelessness. Area Agency on Aging Area Agency on Aging (AAA) is the organization mandated by the federal Older Americans' Act to advocate for older adults in the four county area through program administration, planning and development. Federal, state, and local funds support the following services delivered within the region: congregate and home-delivered meals; transportation; in-home aide services; legal assistance; adult day care/day health; senior center operations; information/case assistance; and health promotion/disease prevention. The AAA provides services of Regional Long Term Care Ombudsmen who attempt to resolve complaints made by or on behalf of residents in long-term care facilities. Also, the AAA is responsible for the federally mandated Family Caregiver Support Program which provides information, education and limited respite service to caregivers of older persons. 1 Local Government Services The Local Government Services (LGS) department provides member governments with a wide variety of services in four broad categories: Management, Planning, Transportation, and Data & Mapping. The department provides knowledge, experience, and manpower to supplement and extend the abilities of member government staff to meet the many needs of local government. Management services include a number of products including personnel and pay studies, codes of ordinances, human resources and financial consulting, infrastructure asset management planning, grant writing and administration, and training and retreats for elected and appointed boards. Planning services include long-range planning activities such as comprehensive plans, land use plans, hazard mitigation plans, park and recreation master plans, small area plans, and special studies; and current planning activities such as development review, development regulations, and zoning administration. Transportation services include staffing and administration of the Cape Fear Rural Transportation Planning Organization (RPO), which provides transportation planning and advocacy for our non-metropolitan areas, as well as special transportation studies like corridor plans, bicycle and pedestrian plans, and parking and sidewalk inventories.
