James Hodson Information Rights Bedfordshire Police Headquarters, Woburn Road, Kempston, Bedford, MK43 9AX Telephone: 01234 842547 Email: [email protected] 19th March 2019 Our Ref: FOI2019/01189 By email only to: Dear XXXXXXXXXXXXXXXX REQUEST UNDER THE FREEDOM OF INFORMATION ACT 2000 Ref No: FOI2019/01189 I write in connection with your request for information received on 19th February. I note you seek access to the following information: I would like a list of all purchases of vehicles by Cambridgeshire Constabulary since 24 June 2016 - and for these to be broken down by manufacturer and vehicle type. I am required by the Freedom of Information Act 2000 (The Act) to handle all requests in a manner that is blind to the identity of the requestor. Any information released in response to a request is regarded as being published and therefore, in the public domain without caveat. Following enquiries within the Constabulary please see our response below. Response – Please see the below table detailing the information you have requested. AUDI A3 1 BMW 330 5 BMW R120 1 BMW 530 4 BMW X5 8 FORD FOCUS 4 FORD KUGA 12 FORD RANGER 3 FORD CONNECT 8 FORD TRANSIT 1 HYUNDAI I20 5 HYUNDAI I30 13 HYUNDAI I40 5 HYUNDAI ILOAD 1 HYUNDAI TUCSON 1 KIA SPORTAGE 1 LANDROVER 1 DISCOVERY MERCEDES SPRINTER 1 MERCEDES VITO 1 MITSUBISHI SHOGUN 1 SKODA OCTAVIA 1 SKODA SUPERB 1 VAUXHALL ASTRA 80 VAUXHALL CORSA 34 VAUXHALL INSIGNIA 5 VAUXHALL VIVARO 22 VW CRAFTER 1 VOLVO V60 4 VOLVO XC60 1 VOLVO XC90 1 In regards to unmarked vehicles I am not obliged to supply this information because it is exempt under the following exemptions: Section 31(1) (a) (b) Law Enforcement (1) Information which is not exempt information by virtue of section 31 is exempt information if its disclosure under this Act would, or would be likely to prejudice – (a) the prevention or detection of crime (b) the apprehension or prosecution of offenders Section 31 is a prejudice based qualified exemption which requires the prejudice (harm) to be evidenced and a public interest test to be carried out. This means it can only be used if the public interest test favours non-disclosure. Application of the prejudice test Disclosing the identity of all unmarked vehicles would harm the force’s operational ability by allowing those intent on committing crime to identify police presence and assist them in avoiding detection. If all of Cambridgeshire Constabulary’s unmarked vehicles are publicly available it would prejudice the force’s ability to conduct any covert operations because they could be easily identified allowing crime to be committed, putting communities at risk of crime and therefore, increasing the fear of crime within Cambridgeshire. The numerical data presented in this response is an un-audited snapshot of un-published data sourced from "live" systems and is subject to the interpretation of the original request by the individual extracting the data. Should you have any further enquiries concerning this matter please do not hesitate to contact me quoting the above reference number. Yours sincerely James Hodson Information Rights Cambridgeshire Constabulary provides you the right to request an independent review of this response under its review procedure.
