(b) Suitable space shall be assigned for the use of the department. I am proud to report that Arkansas continued to aggressively recruit new companies to do business in our state. We welcomed 22 new companies in 2019, pushing our total to 107 new businesses since 2015. I am further proud to report that we increased individual agent licensure by nearly 7.3% in 2019. At the end of 2019, the Arkansas Insurance Department licensed 145,185 insurance producers and adjusters. At the end of 2019, the Department licensed 10,215 business agencies, a 5% increase from 2018. The growth of producers and businesses in 2019 resulted in $17.17 billion in gross direct written premium for the year, a $2 billion increase over 2018. Since 2015, the Arkansas Insurance Department has increased direct written premiums in Arkansas by $4.49 billion. While the Department increased opportunities for the insurance industry in 2019, it also made bold moves to protect consumers and do right by Arkansas taxpayers. In 2019, our Consumer Services Division recovered more than $3 million for Arkansas policyholders while AID’s Life Policy Locator reunited families with $5.32 million in lost life insurance policies or annuities. We continue to stay true to our mission of protecting Arkansas consumers by providing timely assistance and information while we efficiently regulate the insurance industry’s market behavior and financial solvency. Each division of the Department works collectively to meet its charge of consumer protection through industry regulation. Our staff of more than 150 dedicated professionals is committed to serving Arkansas policyholders every day. It also handles all purchasing and accounts payable to the Department, and develops our annual budget. The Arkansas Insurance Department is a dedicated funding agency, meaning that it derives none of its operating revenue from either premium tax collections or general revenue. The agency is funded by fees and assessments imposed on entities regulated by the Department which are deposited in the Insurance Department Trust Fund. Companies pay insurance premium taxes using the OPTins online service, which can be accessed via the Department’s website. Taxes collected by the Department are deposited in the General Revenue Fund, Arkansas Works Trust Fund, and other funds as designated by statute.
