None Received 3.To Approve the Minutes It was resolved to adopt the minutes of the meeting held on 24th September 2019 (previously circulated) The minutes were confirmed and signed by the Chairman. 4. Open Sessions To receive a brief verbal report from 4.1 Ward Councillor John Harrington 4.1. 1. Ragwort Highways England had replied they didn’t think Ragwort was a problem. They are not required to remove it. The Chairman asked the Clerk to contact DEFRA for their opinion 4.1.2 A.44 from Hamnish crossroads to Bredenbury. Proposal to introduce 50 mph speed limit 4.1.3 A417 Hope Under Dinmore with Bodenham junction. In discussions to replace this dangerous junction with a roundabout. 4.1.4 Core Strategy Review was under way (every 5 years) 4.1.5 Herefordshire Council were setting their budget (9.6) 4.1.5(i)HC were hoping to build more Council Houses in Herefordshire. (ii)Herefordshire Council didn’t think it could build all the homes as allocated. So were hoping to reduce the number of houses to be built. 4.1.6 The Eastern bridge onto Rotherwas would be going ahead. 4.1.7 The traffic lights at the ASDA roundabout would be turned off, eventually followed by other traffic lights in Hereford: experimental to begin with. 4.1.8 TB asked JH what the position was regarding traffic lights left on when no excavation work was being carried out. JH said to let him know as contractors who did this could be fined. 4.1.9 Lugg Valley Catchment area Used to have 40 monitoring stations now reduced to 4. High levels of phosphorites in Lugg and Frome rivers. In discussion with Natural England & Environmental Agency who are trying to get things moving; considering reed beds (9.2) Other items in Highways (8) 4.2 To Note: Receive views of Local residents on Parish Matters (10 Minutes) 4.2.1 A member of Public asked what was happening re Gigaclear, as of yet no repair work had been started or completed. JH gave MT contact details of a senior officer to contact at Gigaclear. 4.2.2 The T junction at the Whyle flooding at Lane. Welsh water had attended to see if it was a leak, apparently it wasn’t. JH to contact Locality Steward. 4.3 Pudleston Village Hall Report 4.3.1The Chairman of PVH was invited to address the meeting. He was able to tell everybody the green Room was nearly ready for use. Finance 5.1Treasurer’s Account Balance Reconciliation at 19.09.19 £18579.41 Bank Statement checked & Signed by Clare Hadley. 5.2 Budget The clerk had prepared the budget after discussion TB suggested to ask for £6,000 for Financial Year 2020 -21 as PC had built up sufficient reserve funds. Planning 6.1 Consider comments on the following planning applications for determination by Herefordshire Council 193099 Re arrangement of residents and visitor’s car parking and the formation of new hard standing to create footpaths. Highways 8.1 Pause infrastructure project JH continued with earlier observations and told members he hoped to introduce more cycling lanes into Hereford and Beryl bikes has been a huge success. There were also plans to introduce segregated bike paths 8.2 Salt bins Pudleston A member of Public had kindly sent a list of salt bins in Pudleston, which needed filling, repairing or had disappeared. Adam said he would make some blue bins to replace the missing ones. They would be refilled after the first lot of bad weather. 8.3.1 Bridle ways and footpaths Historical rights of Way including private rights of way which are not in use can be closed in 2026. This date may be extended 8.3.2 Notices on trees It had been conceded that it was unacceptable to nail signs onto trees. The ramblers have since apologised. 8.4 Ian Raven Worcester railway line Leominster to Worcester A full discussion took place on plans to open up the old railway line to walkers and cyclists. Although a “nice idea” all the ground was now privately owned, bought back from GWR and many bridges and surrounding ground had been bulldozed out, with flooding and other hazards including a neosporis risk to livestock a real concern. This would cost millions of pounds to introduce to Herefordshire and the group area. 8.5 Hedge Hatfield: CH reported an overgrown hedge in Hatfield TB had spoken to the Landowner and the matter was in hand 9. To Note Information Sheet 9.1 Report on CAM meeting held at HALC offices 25/09/19 re climate change. CH and the clerk had attended a meeting on Climate Change. They both thought the meeting was of interest. The clerk said she would be examining ways to make the PC Climate change aware. 9.2 Current Development in the river Lugg catchment area position statement 15.10.19 (As discussed in 4.1.9) 9.3 Herefordshire Council Travellers Site Development Plan 9.4 HALC Conference & AGM & Training Courses Agenda for HALC AGM meeting on 23/11/19 was discussed. CH was keen to attend some of the HALC training courses, all members were in favour.
