TRENT During Fiscal Year 2004, the Illinois State Police (ISP) continued in its commitment and effort toward improving public safety and meeting the increasing challenges facing the state of Illinois and our nation. The ISP Fiscal Year 2004 Annual Report (ISP FY04 Annual Report) documents the broad range of programs, tasks, and achievements of the Department. The 2004 Fiscal Year, which the information from this report is based upon, covers the twelve month period from July 1, 2003 to June 30, 2004. Fiscal Year 2004 marked the beginning of the Department’s focus on fulfilling the priorities and initiatives set forth in the FY04 - FY07 ISP Strategic Plan. Improving the safety of our communities and highways was accomplished in FY04 through various special enforcement programs conducted throughout the state which resulted in decreases in both crime and fatal crashes when compared to FY03. The Department continued its efforts toward combating terrorism by working in conjunction with state, federal, and local agencies to share information and resources in order to reduce vulnerability to attacks and develop both proactive and reactive responses to terrorism. Great strides were made in enhancing technology which has resulted in improved communications and laid the groundwork for enhanced information sharing between criminal justice agencies. The accomplishments in FY04 were made possible due to the Department’s continued emphasis on the efficiency and integrity of its employees. In addition to the immediate successes experienced in FY04, the efforts of Department personnel have paved the way for the future of the ISP, ensuring its continued reputation as one of the premier law enforcement agencies in the country. The innovative programs and policies currently underway will result in a more efficient and effective manner through which law enforcement is conducted and continually improve the safety and well-being of the citizens of Illinois. I sincerely thank the men and women of the ISP for their dedication and contribution to the continued success of this Department. Larry G.
