Request for Proposals Camp Williams – Master Plan Utah Army National Guard, Construction, Facilities, and Maintenance Office (CFMO) 12953 South Minuteman Drive, Draper, UT 84020 December 18, 2020 Contact: 1 TABLE OF CONTENTS Page Numbers Title Sheet 1 Table of Contents 2 Notice to Consultants 3 Study Description 4 Procurement Process 5-11 1 NOTICE TO CONSULTANTS The Utah Army National Guard, Construction, Facilities, and Maintenance Office (CFMO) is soliciting the services of qualified teams/individuals to perform consulting services for the following study: Camp Williams – Master Plan The Utah Army National Guard CFMO is serving as the sponsor for the Camp Williams – Master Plan which is a long-range planning document for Camp Williams, Utah. It will also include participation from the leadership, Department of Public Works (DPW) and other tenants of Camp Williams, along with the office of Environmental Resource Management (ERM). A Camp Williams master plan was completed in 2013 which did a good job of identifying many compatibility and growth issues. Since that time, tremendous growth has occurred in the area surrounding Camp Williams and growth on the base has deviated from previous plans. A new Master Plan will be able to evaluate the effectiveness of the previous plan and present ideas to improve the planning process going into the future. Since Camp Williams is an important training facility, it is imperative that good planning does what it can to influence communities to focus on the best methods to protect military training and installation resilience while sustaining compatible economic development. Provide the Best Value for the Budget The budget for this study is $230,000. CFMO has elected to procure a team to design and achieve the best project possible within the program budget. This will be accomplished through a Fixed-Price, Best-Proposal procurement approach. This approach gives the consultant a fixed price and encourages them to propose innovative and creative solutions for achieving the goals and realizing the values as set forth in this Request for Proposals. The successful proposer for the study will fully understand the project goals, values and expectations, and deliver a proposal that provides to the project stakeholders with outstanding solutions. Schedule The study should be completed, including delivery of final documents within 12 months from execution of the Professional Services Contract. The project schedule should not create major public involvement activities during the months of December or July. The proposed 12-month Camp Williams – Master Plan will include the following deliverables: Final Camp Williams – Master Plan report with implementation recommendations, executive summary, and an internal internet-based mapping portal. STUDY DESCRIPTION Study Goals The Camp Williams – Master Plan will have three primary goals: 1. Encourage effective land use and infrastructure planning between the different districts on the military installation consistent with the training and emergency mission of Camp Williams. 2. Find strategies to reduce the impact on infrastructure and utilities as it relates to future growth. 3. Provide strategies to further develop utilities and infrastructure to fully support Camp William’s emergency operation mission. The Study should examine the land use planning concerns from the participatory jurisdictions and Camp William’s perspectives. The recommendations that emerge from this Study should be used to guide all future planning, development, and mission related policies. Study will be completed to standards as outlined in UFC 2-100-01, w/Ch 2, dtd 25 Oct 19. Results or Benefits Expected The Utah Army National Guard seeks to understand the best path forward relating to the current and future development plans at Camp Williams. Development plans will be drawn for Camp Williams through another contract. This Scope of Work intends to analyze the draft and final development plans and incorporate the findings into updated utility master plans. This scope will ensure that good engineering practices will be used to develop utility master plans that meet environmental quality, environmental planning, cultural resources and nature resources guidelines so that compliances of all state and federal regulations are met. A collaborative effort will be applied so that all stakeholders pertinent to the development of Camp Williams are involved and concur with the final draft of the plan. Bowen Collins will rely on the data acquired from Guard personnel and both the draft/final development plan to generate the Storm Water master plan. The final utility master plans will be provided to the contractor that is providing the development plan for integration into the Master Development Plan for Camp Williams. The utilities that will have a master plan developed include: Water Storm Sanitary Sewer Natural Gas Electrical The deliverables that will be included in each utility master plan are: 1. Assess current conditions for compliance. 2. Determine future infrastructure needs based upon the draft Master Development Plan. 3. Identify storage locations based upon strategic goals and environmental compliance. 4. Include a capital facilities plan for budgeting and planning. 5. Update existing mathematical models to check for compliance issues. Some utilities may already have an existing master plan. These plans will be updated and used (for cost saving and efficiency) or chapters included so that they reflect the current and/or future conditions based upon development at Camp Williams. PROCUREMENT PROCESS The Utah Army National Guard intends to enter into an agreement with an individual or team to provide professional services as described. The Utah Army National Guard CFMO will award the Contract to the proposer with the apparent best value after the final Contract has been successfully negotiated. If no final agreement is reached between the CFMO and the proposer with the highest score, CFMO reserves the right to negotiate a Contract with the proposer with the second highest score. I. Request for Statement of Qualification The Request for Proposal (RFP) documents, including the submittal requirements and the selection criteria and schedule, will be emailed to interested parties upon request. Submittal dates for the required references, management plans, statements of qualifications, and interviews will be based on the study schedule included in the RFP. The Utah Army National Guard reserves the right to reject any or all submittals or to waive any formality or technicality in any submittal in the interest of the organization. II. Communications and Requests for Clarification Proposers may submit formal requests for clarification on the RFP in writing until the close of the Q&A period. All responses to requests for clarification will be in writing. Except as authorized by the CFMO representative or as otherwise stated in the RFP, communication during the selection process shall be directed to the specified CFMO representative. In order to maintain the fair and equitable treatment of everyone, consultants shall not unduly contact or offer gifts or gratuities to the CFMO, or any employee of State of Utah or Utah Army National Guard in an effort to influence the selection process or in a manner that gives the appearance of influencing the selection process. This prohibition applies from the date the RFP is issued through execution of the Professional Services. Agreement. Failure to comply with this requirement may result in a disqualification in the selection process. IV. Submittal Due Dates and Times One electronic copy in PDF format of all required submittals must be delivered to CFMO Office no later than 3:00 pm Monday, February 8th 2021. Submittals received after the specified date and time will not be accepted. Please allow adequate time for submission. PDF documents must have permissions enabled for comments and printing. V. Proposal Documents Each Response to this RFP shall consist of the following: Listing of Past Performance and References (1 page) Management Plan, Project Schedule, and Statement of Qualifications (not to exceed 3 pages) Project Proposal (not to exceed 10 pages) 1. Past Performance and References The Past Performance of all Proposers shall be considered in the selection process. Each team shall submit a listing of client references on three similar projects completed within the past five years. Include contact information and a one paragraph description for each project. 2. Management Plan Teams will be required to develop and submit a plan demonstrating how they will manage their responsibilities, identifying risks, and how risks will be mitigated. An organization chart showing the roles and responsibilities of all pertinent decision-makers is a required part of the proposal. Address project specific criteria, risks that have been identified by the RFP and additional risks that the team has identified. State how those risks will be mitigated. As part of the management plan include your proposed project schedule. Indicate critical dates and other information in sufficient detail for the selection committee to determine if the time frames are reasonable. The management plan should
