WINNIE BRINKS CHAIR **DRAFT** COMMITTEE MEETING MINUTES June 25, 2020 A meeting of the Senate Committee on Agriculture was scheduled for Thursday, June 25, 2020, at 8:30 a.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 777 (Sen. LaSata) with recommendation and immediate effect. 2. Reported SB 419 (S-2) (Sen. Lucido) with recommendation and immediate effect. The Chair called the meeting to order at 8:31 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki and Brinks, a quorum was present. At 8:32 a.m., the Chair recessed the committee. At 8:34 a.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from June 18, 2020. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 777: Andrew Vermeesch, Michigan Farm Bureau - support The Chair entertained a motion by Sen. Victory to report SB 777 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Lauwers to recommend immediate effect for SB 777. Without objection, immediate effect was recommended. Page 1 of 2 The Chair entertained a motion by Sen. Victory to adopt the (S-2) version of SB 419. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the (S-2) was adopted. The Chair invited the following individuals to present testimony regarding SB 419 (S-2): Justin Carpenter, Office of Senator Peter Lucido – Support Nathan Kark, Michigan Department of Agriculture and Rural Development – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 419 (S-2) Beatrice Friedlander, Attorneys for Animals – support Bob DeVries, GSCI, Michigan Humane Society - support The Chair entertained a motion by Sen. Polehanki to report the (S-2) version of SB 419 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Victory to recommend immediate effect for SB 419 (S-2). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
