The Government of India also declared it as a disaster and announced several measures to mitigate the epidemic. Government of Kerala, has deployed several stringent measures to control the spread of the epidemic. Since strict surveillance is one of the most potent tool to prevent the occurrence of a community spread, the government has directed district administration to take all possible measures to prevent the epidemic. AND WHEREAS, SRO notification issued by Govt of Kerala as Kerala Epidemics Diseases, Covid 19, Regulations 2020 in official gazette stipulates that all possible measures shall be incorporated to contain the disease. AND WHEREAS, the Government of Kerala has issued Orders vide reference 6h cited after assessing the current situation of the pandemic spread and Test Positivity Rate in various Districts of the State and enforced the restrictions from 17/06/2021 until further orders after categorizing the Local Self the of DDMA, Government institutions on the basis of average weekly TPR. Accordingly, Chairperson cited. Thiruvananthapuram issued order as per reference 7 treatment in the district as on date, AND WHEREAS, more than 10063 live cases are undergoing and epidemiological investigation is being carried out in each case and their primary and secondary contacts is being traced for the effective containment of further transmission of disease. AND WHEREAS, the District Authority has examined the matter in detail and is convinced that 19. the requirement is genuine and urgent to contain the severe spread of covid AND WHEREAS, new cases have been detected without any known source or link with Covid 19 has recommended 3 number of patients or with any travel history and hence the District Core Group Wards to be included as containment zones/ micro containment zones. NOW THEREFORE, I, Dr.Navjot Khosa IAS, District Collector & Chairperson of District Disaster Management Authority under the powers vested ith me as the District Authority to invoke the provisions evisaged in the sec 26, 30 and 34 of the Disaster Management Act 2005 and passes the order as follows. Order DECLARATION OF CONTAINMENT ZONES Since Covid 19 positive cases are high. thefollowing wards in Thiruvananthapuram District is declared as Containment Zones SI No LSGI Ward Cotainment Micro Containment Area 100. Pallithura Thiruvanthapuram Corporation VSSC Area 2 Thiruvanthapuram Corporation 10-Powdikonam Thiruvanthapuram Corporation 4- Sreekaryam The following conditions shall be strictly implemented in the Containment Zones. 1) Special intensified stringent restrictions imposed across the state on Saturday and Sunday will be imposed in such LSGls throughout the week vide reference 4 and 5th Government orders. 2 2) Shops dealing with food, groceries, fruits and vegetables, diary products, meat and fish, animal fodder poultry and cattle field, bakeries only will be open from 7.00 AM to 7.00 PM. 3) Fair price shops (Ration / PDS/ Maveli/ Supplyco Shops) and milk booths are permitted to function on all days till 05.00 PM 4) Restaurants and hotels will be allowed to function from 07.00 AM to 07.30 PM with home delivery services only. No dine-in and take-away/parcels shall be allowed in any restaurants or hotels in the Containment Zones. 5) General public is advised to buy provisions and vegetables from the shops near their houses and not to travel long distances for the purchase of provisions and vegetables. General public will be prevented from traveling long distances for purchase of essential commodities. 6) Shops not covered under points mentioned above shall remain closed. 7) E commerce entities and delivery services for essential items ONLY shall be permitted to operate from 07.00 AM to 02.00 PM on all days. 8) Entry and exit from the Containment Zone shall be strictly regulated by Police. Strict perimeter control shall be ensured in Containment Zones and Critical Containment Zones. 9) No markets will be allowed to function. 10) SDM Thiruvananthapuram shall ensure strict enforcement of Covid protocol through police and Sectoral Magistrates. 11) DPC (City) shall ensure all guidelines issued by Govermment of India and Government of Kerala regarding the containment zones are complied and the all the guidelines as per the 6 reference shall be implemented by concerned authorities in letter and spirit. Medical of 12) Officers/Superintendents corresponding CHC & PHC shall ensure the following i. Shall coordinate with Police, Revenue and LSG for planning containment activities, quarantining the contacts for 14 days and ensure proper IEC. i. Shall identify, isola the and positive patients constantly monitor their health status over telephone. iii. Shall conduct house to house ILI surveillance, listing of vulnerable, symptomatic persons, people with high social contacts and screen them using thé HR available with the PHC with the help of Block PHC. ]V. Shall the details of update positive and quarantined persons in Covid19 Jagrata portal and share the same with DDMA with a copy to DMO on a daily basis. V. Shall ensure strict enforcement of SMS; Break the Chain, Quarantining of contacts, Isolation of positives with help of police, revenue and LSGs. 3 13) Taluk in Charge Medical Officer, shall conduct daily monitoring of containment activities and submit a weekly report to the DDMA with a copy to DMO. 14) District Medical Officer shall ensure that Health activities planned as per the ref cited 3 is been implemented by the respective Medical Officers and effective supervision is done by the respective Block MOs. DMO shall furnish a daily progress report to this office by 8.00 PM every day through email [email protected]. 15) The authorities concerned should continuously provide awareness and advice to the local population regarding the instructions to be followed in the Containment Zones. Children under 10 years of age, pregnant and lactating mothers, and persons with co morbidities should strictly adhere to the guidelines by Health Department. 16) Police shall ensure the guidelines issued by the Government of Kerala regarding the containment zones are complied with in letter and spirit.
