Department of Teaching and Learning Office of Student Support Services GUIDE TO HIGH SCHOOL SUMMER PROGRAMS 2019 Mission Statement Virginia Beach City Public Schools, in partnership with the entire community, will empower every student to become a life-long learner who is a responsible, productive and engaged citizen within the global community. GENERAL INFORMATION This guide provides students and families with specific information about the programs that are available in summer school. Students and families should review this publication and consult with school counselors and/or teachers to determine which programs may be appropriate. When selecting a program, it is important to remember that all courses offered in Virginia Beach City Public Schools are available on a non-discriminatory basis. Students and families should note that all programs are dependent on sufficient enrollment and the availability of qualified and appropriately endorsed instructional staff. Enrollment in some courses may be limited due to the availability of equipment and space at a particular school. If a course is cancelled due to insufficient enrollment, students may be allowed to enroll in the course at another site. Transportation outside the cluster will not be provided. Note: unless otherwise noted, all courses are restricted to students in grades 9 through 12 only. Rising ninth grade students may also attend high school summer school programs. ATTENDANCE AND CONDUCT Attendance during summer school will be monitored in accordance with School Board Policy 5-17. Teachers will maintain an accurate record of attendance/absences by class session. Students are expected to be in attendance at each class session each day. A student will not be granted credit or considered for promotion to the next grade level if absences are excessive. As summer courses are condensed, excessive absences are defined as missing more than four (4) class sessions within a given session. Each day in summer school consists of two (2) class sessions. A parent/guardian may request a waiver of the summer school attendance policy by submitting the standard waiver request form to the summer school principal at the end of each summer school session. Appeals should be forwarded to the Office of Student Leadership. 1 The Code of Student Conduct will remain in effect during Summer School 2019. The Code of Student Conduct outlines the expectation for student behavior. Students will be subject to suspension or dismissal from classes by the summer school principal if they violate policies with regard to student conduct or if their behavior is disruptive and/or interferes with classroom instruction. If a student is dismissed due to behavior, he or she is not eligible for a refund of summer school tuition. REGISTRATION *Virginia Beach City Public Schools offers summer school courses in two formats: face-to-face and online. You may register to take classes in one or both formats. Registrations are submitted electronically. Face-to-Face Course Electronic Registration Information in regard to onsite face-to-face course electronic registration will be available on the VBCPS website. Electronic registration and payment online begins in on May 28, 2019 at 12:00 noon for face-to-face courses at http://www.vbschools.com/academic_programs/summer_school; registration closes on June 25, 2019 at 8:00 a.m. Only students whose parents/guardians are residents of Virginia Beach are eligible to attend summer school classes. Students must provide their student identification number at the time of registration. Registration and payment of fees for summer school course are to be completed online. Both registration and payment must be completed before leaving the registration website. If not, the student is not enrolled. Students are not officially registered until payment has been received. Face-to-Face Course In-Person Registration In addition, onsite registration for Face-to-Face summer school courses will be held for parents paying with cash, check or money order ONLY on the following dates: June 18, 2019 from 5:30 p.m. to 8:30 p.m., and June 19, 2019 from 8:00 a.m. to 12:00 noon. Registration will be held at the student’s home school (see cluster/host chart below). Only students whose parents/guardians are residents of Virginia Beach are eligible to attend summer school classes. Students must provide their student identification number at the time of registration; schedules and report cards (from the third grading period) that the preprinted student ID number. Students enrolling in repeat course must provide documentation of courses failure from their school counselors at registration. Please refer to the program description for details. *Students who have been removed from their home or enrolled school as a result of disciplinary infractions are not allowed to attend summer school at that site. However, these students are allowed to attend summer school at another site. Transportation will not be provided. Students enrolled in Tidewater Regional Alternative Educator Program (TRAEP) will be required to provide a letter from the principal at TRAEP recommending summer school attendance. These students will not be permitted enrollment without the written recommendation of the TRAEP principal. TRAEP students will be required to provide a letter from the principal at TRAEP, recommending summer school attendance. Registration location administrators may also contract the Office of Student Leadership to request verification. These students will not be permitted enrollment without the written recommendation of the principal at TRAEP and/or the verification from the Office of Student Leadership. ESY and ESL Registration Registration for Extended School Year (ESY) services and English as a Second Language (ESL) programs will be handled separately. Information regarding these programs and the registration procedures will be sent to each school. 2 ONLINE COURSES Information about the online program will be available through the Virginia Beach Digital Campus website (http://www.vbschools.com/academic_programs/distance_learning/virginia_beach_digital_campus) on April 1, 2019. Only students whose parents/guardians are residents of Virginia Beach are eligible to enroll in Virginia Beach Digital Campus summer school classes. On May 1, 2019 at 12:00 noon, students may begin to register and pay online for online summer school courses using the link provided on the website. Students enrolled in online versions of courses that require an End-of-Course SOL test are expected to take that test in person at the Renaissance Academy on the scheduled testing date. Registration and payment of fees for online summer school courses are to be completed online. Both registration and payment must be completed before leaving the registration website. If not, the student is not enrolled. Many families choose to pay the tuition for online classes using a credit card at the online registration and payment site. Those unable to pay by credit card may make a payment with cash, check or money order at the Instructional Resource Center at Plaza Annex (641 Carriage Hill Road, Virginia Beach, VA 23452, Room 28) during regular business hours (Monday through Thursday, 8:00 a.m. to 3:30 p.m.) after May 1, 2019. Students are not officially enrolled until payment has been received. Eligible non-VBCPS enrolled must bring documentation of residency. Note: no course registration or payments for online courses will be accepted at any summer school before or during regular summer school registration. Non-VBCPS Students with Virginia Beach Residency Non-VBCPS students must complete summer school registration at Plaza Annex, 641 Carriage Hill Road, Virginia Beach, VA 23452. Only students whose parents/guardians are residents of Virginia Beach are eligible to attend VBCPS summer school classes. It is the responsibility of the student to obtain written permission from the administration of the student’s current school to attend summer classes and to have credits earned transferred. Eligible non-VBCPS enrollees must present documentation of residency. Before an out-of-district student may begin a summer school class, the following documentation will need to be provided to establish residency: • Certified birth certificate for any student being admitted for the first time to any public school; • Two proofs of address (examples include: signed lease/mortgage statement, current gas, water, electric bill); • Proof of legal custody of student if living only temporarily in the household, and; • Current immunization record Please bring these documents to the Office of Student Support Services at Plaza Annex, 641 Carriage Hill Road, Virginia Beach, Virginia, 23452, between 9:00 a.m. to 3:30 p.m., Monday through Thursday. TRANSFER OF CREDIT Summer school courses not taken in Virginia Beach City Public Schools must meet the requirements of courses taken in Virginia Beach City Public Schools. It is the responsibility of the student to obtain prior written permission from the principal of the student’s current school to determine credits earned in summer school outside Virginia Beach City Public Schools. 3 TUITION Tuition must be paid at the time of registration and includes the use of textbooks.
