BMC has issued stipulations for air passengers who are landing at Bhubaneswar International Airport (BPIA). In the meantime Govt of Odisha vide its Order No 2980/R&DM dated 30-05-2021 has issued specific guidelines for air passengers landing at Bhubaneswar. In view of the above and in line with the recent Govt order the following guidelines are being issued for air passengers for Bhubaneswar International Airport. 1. The Passengers deboarding at Bhubaneswar shall have to produce RTPCR Negative report or Rapid Antigen Test Negative report which need to be obtained 48 hours prior to landing at Bhubaneswar. 2. Citizens can also produce final vaccination certificate while deboarding at Bhubaneswar in- lieu of above mentioned COVID tests. 3. Citizens coming with0ut any of the above reports shall have to undergo mandatory RAT test at the testing facility created at BPIA premises for this purpose. The positive cases detected at the RAT test at the BPIA will be dealt with as per the treatment protocol. 4. The Director BPIA shall ensure adherence of the above guidelines strictly. 5. All coming from West Bengal alighting at Bhubaneswar/ Jharsuguda Airport/ any railway stations in the State, shall be mandatorily subjected to institutional quarantinel paid quarantine for 14 days at facilities identified /ordered by District Magistrate/ Municipal Commissioner or any officer duly authorised on his/ her behalf. person(s) 8. Any who has been successfully vaccinated ( two doses) and produces certificate to the effect or tested negative (-ve) in RTPCR test (report to be produced) within 4g hours before entering Odisha, may be allowed home quarantine for 7 days inste ad of t4 days. If there is no suitable facility for home quarantine, he/ she may opt for institutional / paid quarantine in identified facilities lor 7 days. However, in case of non compliance of the Covid protocols and home quarantine guidelines issued by MoHFff H &FW Department of Government of Odisha, such persons shall be quarantined in institutional facilities for 7 days. Persons coming 9. on emergency works related to Covid-19 management by Government and private hospitals as well as those coming in connection with election duty as per the orders of ECI Chief or Electoral Officer, Odisha shall be exempt from this order. However, such persons shall strictly follow appropriate Covid-19 protocols and shall perform minimum necessary travel as would be required to peform the task for which he/ she has been drafted for & not unnecessarily move around. All other stipulations laid down in order No. 2116/ R&DM(DM) dated 22.04.2021remain same. Any person violating these measures will be liable to be proceeded against in accordance with the provisions of Section 51 to 60 of the Disastey !4anagement Act, i005, the Epidemic Diseases Act, 1897 and Regulations issued there under-besidls taking legal action under Section 1BB of the Ipc and other legal provisions as applicable. (Disaster Management) '2 Government of Odisha Office of Special Relief Commissioner No. 2116/ R&DM(DM), Dt.22.O4.2421 RDM - RLF-MrSC-0034- 2020 ORDER Whereas, resurgence of SARS-CoV 2 has been noticed in many parts of India and some areas of the State; And whereas,Triple Mutant variant of COVID-19is reported to be observed in people in West Bengal and other States; And whereas, it is obserued that the number of COVD-19 positive cases are showing increasing trend in some districts of the State; And whereas, COVID appropriate behavior and protocols are required to be observed scrupulously in order to prevent the transmission of the infection; Therefore, with a view to ensuring strict social distancing and isolation to contain the spread of COVID-19 pandemic, the Government of Odisha in Revenue & Disaster Management (Disaster Management) Department, in exercise of the powers conferred under Section 2a(l) of the Disaster Management Act, 2005 read with Rule 8(1) of the Odisha Disaster Management Rules,2010, do hereby issue the following directions (to Collector Balasore, Mayurbhanj & Jharsuguda): 1. Collectors of Balasore, Mayurbhanj are hereby directed to put Border Check Posts (BCP) onall inter-State roads (NH, State roads and local roads) along West Bengal border with immediate effect. 2. The District Administrationsshall ensure border tracking for all the major and minor entry points for incoming people from State of West Bengal adjoining their districts. Adequate police arrangement may be made for such tracking. 3. Anyone coming to Odisha from West Bengal by personal / hired vehicles (two-, three- or Four-wheelers) or entering the state in any other mode shall undergo mandatory institutionat/ paid quarantine for 14 days in Cluster TMC to be managed by BDO/ EO of Urban areas. 4. The District Administrations shall ensure appropriate facilities and logistic support to Cluster TMC. Such TMCs shall be operated as per guidelines of SRC office. 5. People travelling from West Bengal to other States through Odisha shall be allowed without disembarking from the vehicle en-route inside
