Absent - Aldermen Kellam, Meurzullo, Cullerton. Call to Order. On Monday, February 4,1985 at 1:22 P.M. (the hour appointed for the meeting was 10:00 A.M.) Honorable Heurold Washington, Mayor, called the City Council to order. Daniel J. Burke, Deputy City Clerk, called the roll of members and it was found that there were present at that, time: Aldermen Roti, Rush, Tillman, Evans, Bloom, Sawyer, Beavers, Humes, Hutchinson, Vrdolyak, Huels, Majerczyk, Madrzyk, Burke, Brady, Langford, Streeter, Sheeihem, Kelley, Shermam, Stemberk, Krystyniak, Henry, NauduUi, W. Davis, Smith, D. Davis, Hagopian, Santiago, Gabinski, Mell, Frost, Kotlarz, Banks, Damato, Laurino, O'Connor, Pucinski, Natauus, Obermem, Hamsen, McLaughlin, Orbach, Schulter, Volini, Orr, Stone - 47. Quorum present. On motions made by Aldermen Sheahan, Nardulli and Laurino, respectively, it was ordered noted in the Joumal that Aldermen Kellam, Meu^ullo emd Cullerton were absent due to illness. Invocation. Alderman George J. Hagopian (30th Weird) opened the meeting with prayer. TRIBUTE TO LATE FIREMEN MICHAEL FORCHIONE, MICHAEL TALLEY AND CAPTAIN DANIEL NOCKELS. Honorable Heirold Washington, Mayor, on behaff of himseff and all the members ofthe City Council, presented the following proposed resolution: WHEREAS, Three Chicago firefighters, whose bravery and devotion to duty were given to the last full measure, and whose tragic deaths are a personal and profound loss to their comrades; emd 12950 JOURNAL-CITY-COUNCIL-_-CHICAGO 2/4/85 WHEREAS, They were killed in one of the deadliest fires in our City's history, demonstrating the courage that binds firefighters in a fraternity of brave men; and WHEREAS, Firefighters Michael Forchione emd Michael Talley, emd Captadn Deiniel Nockels eire survived by their loving families emd mourned by their comrades and the people ofChicago; emd WHEREAS, They were faithful to their oath emd died to protect lffe auid property from fire, among the most threatening of urbem disasters; now, therefore. Be It Resolved, That the Mayor amd the City Council of the City of Chicago assembled this 4th day of Februeuy, 1985, call on the people ofChicago to join in mourning the loss of these men; emd Be It Further Resolved, That the members of the Council emd the people of our City be informed that a funeral mass will be said at Holy Name Cathedral, 735 North State Street, at 11:00 A.M. on Tuesday, February 5,1985; and Be It Further Resolved, That elected and appointed officials of the City of Chicago are encouraged to attend the funeral; emd Be It Further Resolved, That the flags ofthe United States and the City ofChicago shall be flown at haff mast until sunset of Tuesday, Februau-y 5; amd Be It Further Resolved, That a suitable copy of this resolution be prepeired and forweirded to the loving families of these men. Alderman Sheahem moved to Suspend the Rules Temporarily to permit immediate consideration of and action upon the foregoing proposed resolution. The motion Prevailed. Honorable Harold Washington, Mayor, extended his personal condolences to the families of the three firefighters, observing that both they and their families were representative of the "best kind of people we have." Expressing his amaizement at the "dedication, strength, tenacity, emd strong will of both the men emd women in the families" of the firefighters. Mayor Washington also stated that it was "heairt- breeiking that (firefighters) not only risked their lives for ordinary accidents and nuisemces . (they must also) risk their lives for wilffully designed and perpetrated fires set for gadn." The Mayor further noted that as a member of the Illinois General Assembly, he had served on am Arson For Profit Committee which had developed suggestions for the eradication of arson for profit. Mayor Washington suggested that it was perhaps time to "take another look" at the those suggestions. All in the chambers stood as "Taps" were played. On motion of Aldermam Sheeihem, seconded by Aldermen Pucinski, Evans, Nateu-us, and Mell, the foregoing proposed resolution was Adopted, unanimously, by a rising vote. RECOGNITION GIVEN TO SIR GEORGE SOLTI AND CHICAGO SYMPHONY ORCHESTRA FOR THEIR TRIUMPHANT 1985 EUROPEAN TOUR. 2/4/85 COMMUNICATIONS, ETC. 1295L Honorable Harold Washington, Mayor, on behaff of himseff amd all the members ofthe City Coimcil, presented the following proposed resolution: WHEREAS, The Chicago Symphony Orchestra has triumphantly concluded a two-week European tour which begem in Stockholm, Sweden on Jemueiry 15 amd ended in London on February 2,1985; and WHEREAS, The Chicago Symphony I Orchestra has enjoyed a superb reputation since the late 1950*3, emd was first called the world's greatest by a distinguished London music critic in 1971; amd WHEREAS, Under conductor Sir George Solti, the orchestra has been praised throughout tours of Europe, the United States emd the Far East; emd WHEREAS, Many distinguished guest conductors have appeaired in concert with the Chicago Symphony Orchestra, amd it has won six Grammy Aweurds for "Album ofthe Yeau-" recordings; emd WHEREAS, The Chicago Symphony Orchestra is literally em ensemble of ambassadors for Chicago by virtue of their sales of blocks of tickets purchased by Americems wherever they tour; emd WHEREAS, The latest Europeem tour was enhamced by the presence of Chicago's Mayor Hauold Waishington, Aldermen Beavers amd Orbach, Commissioners Fine emd Mier, emd Messrs. Al Johnson and Bill Smith who led a contingent of Chicago Symphony Orchestra devotees to their concert, and attended two gala receptions in their honor following the performamce; now therefore. Be It Resolved, That the Mayor of the City of Chicago and the members of the City Council assembled this 4th day of Februeiry, 1985, do hereby recognize Sir George Solti and the outstanding musiciems of the Chicago Symphony Orchestra for their triumphemt 1985 Europeem tour. Aldermam Orbach moved to Suspend the Rules Temporarily to permit immediate consideration of and action upon the foregoing proposed resolution. The motion Prevailed. Honorable Hau-old Washington, Mayor, rose to call the tour a "tremendous truimph and success for the Chicago Symphony Orchestra." Noting that a City delegation had journeyed to Great Britaiin on a trade, investment and tourism mission. Mayor Washington called the orchestra our City's "best ambassador." The Mayor also observed that he had approached the trade mission with some concern over the image of the City but, upon querying those he met, found that "it has no image." The Mayor then declared that "we now have a tabula rasa to write upon" and stated that he could not think "ofa better way to start writing on it" than through the performances ofthe Chicago Symphony Orchestra. On motion of Alderman Orbach, the foregoing proposed resolution was Adopted, unamimously, by a viva voce vote. 12952 JOURNAL-CITY COUNCILS-CHICAGO 2/4/85 REPORTS AND COMMUNICATIONS FROM CITY OFFICERS. Rules Suspended-AMENDMENT OF MUNICIPAL CODE CHAPTER 200.5 TO EXTEND EFFECTIVE DATE OF 'THE CHICAGO ALCOHOLIC BEVERAGE TAX ORDINANCE". Honorable Hau-old Washington, Mayor, submitted the following communication: OFFICE OF THE MAYOR CITY OF CHICAGO February 4,1985. To the Honorable, The City Council ofthe City ofChicago: LADIES AND GENTLEMEN - At the request of the Acting Director of Revenue, I transmit herewith an ordinance amending Chapter 200.5 of the Municipal Code of Chicago, "The Chicago Alcoholic Beverage Teix Ordinance," to modffy its effective date. The following is sedd ordinemce as passed: WHEREAS, The City Council will be considering substitute legislation to replace the Chicago Alcoholic Beverage Teix; now, therefore. Be It Ordained by the City Council ofthe City ofChicago: 2/4/85 COMMUNICATIONS, ETC. 12953 SECTION 1. The effective date of Chapter 200.5 of the Municipal Code of Chicago, which was passed on December 31, 1984, is hereby amended to be March 1, 1985 and not until such date shall such Chapter be in full force and effect.
