Cedar Creek designation and management costs. ......................................... 46 WILD AND SCENIC RIVERS Appendix D Introduction The Wild and Scenic Rivers Act of 1968 established a policy for preserving selected rivers in a free-flowing condition, to protect water quality of such rivers and to fulfill other vital national conservation measures that would balance the development of water, power and other resources on rivers of the United States. The purpose of this appendix is to present a detailed description of each eligible river and a discussion on the suitability of individual rivers for inclusion in the National Wild and Scenic Rivers System (National System). Basis in Wild and Scenic Rivers Act With the passage of Public Law 90-542 (the Wild and Scenic Rivers Act of 1968), Congress called for the identification of potential wild, scenic, and recreational river areas within the nation: "In all planning for the use and development of water and related land resources, consideration shall be given by all Federal agencies involved to potential national wild,
