event as Red or Red Plus (Annex A) or where events are more likely to have an impact on the wider City of Manchester and consequently the joint policing response requires consideration, British Transport Police must instigate a discussion with Greater Manchester Police to consider a joint planning meeting between both forces for a wider policing operation. This will be the responsibility of British Transport Police's Chief Inspector Operations - C Division to engage with the Chief Inspector at GMP's Specialist Operations Planning Unit. The decision for not holding a joint planning meeting in such circumstances must be fully recorded by British Transport Police and shared with Greater Manchester Police. 8. British Transport Police and Greater Manchester Police must be represented at the planning meetings for Manchester Arena by an officer holding at least the rank of Inspector. Where a joint planning meeting is convened between both forces for a wider policing operation, each force must be represented by an officer holding at least the rank of Chief Inspector or a Public Order Public Safety Silver Commander who is operationally competent in line with the College of Policing standard to represent each organisation effectively. 9. For events that are categorised Green or Amber (Annex B), British Transport Police will share with Greater Manchester Police any information or intelligence, in their possession, that may have an impact outside of the event. Greater Manchester Police will share with British Transport Police any information or intelligence relevant to Manchester Arena. Provision of CTSA Adviser 10. Greater Manchester Police (Counter Terrorism Policing North West) and British Transport Police will deploy their CTSAs to the Arena jointly and the provision of this advice will be jointly shared with SMG regarding the PSIA for Manchester Arena. Contingency planning and responding to a terrorist attack or major incident 11. British Transport Police and Greater Manchester Police will jointly draft the contingency plan for the Arena and station in conjunction with partner organisations within the complex. 12. British Transport Police and Greater Manchester Police will jointly exercise and test the contingency plan once a year. 13. Where a terrorist incident is suspected but not yet formally declared the default position is that Counter Terrorism Policing will have primacy. 14. British Transport Police and Greater Manchester Police recognise that that in both a Terrorist Incident and a Major Incident, both organisations will 3 INQ040967/3 INQ040967_0003 respond. British Transport Police may well have officers at the location whilst Greater Manchester Police are most likely to be the first responders called via the 999 system which British Transport Police do not have. 15. Both organisations recognise the need to deploy in line with Joint Emergency Services Interoperability Principles (JESIP) and will ensure first responders and commanders are operationally competent with this requirement. 16. Recognising that in these circumstances both organisations will provide an immediate response, in terms of primacy for a Major Incident both organisations agree that the default position will be Greater Manchester Police taking command. 17. This agreement simply recognises how the response to a Major Incident or Terrorist Attack will evolve and is intended to provide clarity to senior staff in, for example, control rooms and commanders who will be charged with coordinating the response. 18. Whilst this will provide guidance to senior colleagues and therefore operational benefit in the first few hours of a major incident, any assumption on command of a Major Incident will be subject to urgent discussion between the on-call Gold Commanders between both organisations who will determine which organisation is best placed to have primacy. This position reinforces the third JESIP Principle regarding Co-ordinate by agreeing the lead service.
