The program’s goals are to enhance the protection of Rhode Island’s drinking water supplies at their source by evaluating threats to future water quality and to make this information available to water suppliers, town officials and landowners. Source water is the untreated water from streams, wetlands, lakes and interconnected groundwater aquifers that recharge drinking water wells and replenish water supply reservoirs. Although most water requires some treatment before use, preventing drinking water contamination at the source is the first step in providing safe drinking water to the public and makes good sense from a cost and quality perspective. Starting with clean water reduces treatment costs, avoids undesirable treatment byproducts and maintains good taste and odor. And preventing pollution is widely acknowledged as much cheaper and technically much easier than restoring polluted water. As the vast majority of land in reservoir watersheds and groundwater recharge areas is privately owned, this assessment is designed to generate information municipal officials can use to support local planning and regulation of land use in drinking water supply watersheds and aquifers.
