The bidder must have a minimum of02 years' experience in undertaking similar works. 5. The bidders are required to submit the complete RFQ document duly stamped and signed in all pages. Failure to submit the same will lead to disqualification of the bidder. 6. The Financial Bid (Annexure -B) is to be filled in accordance with the instructions and terms & condition given in this RFQ document. 7. The signed RFQ document will form part of the Agreement to be signed by licensee with IRCTC upon commencement of services. 8. The RFQ is not transferable. 9. This RFQ is based on Single Bid system i.e. Financial bid only. 10. The intending bidders are advised to study the RFQ conditions of this Work and make themselves conversant with their contents as these shall govern this Work and shall form an integral part thereof. 11. Bidder will take all necessary actions to evaluate risk and cost involved in the operation and IRCTC will not be responsible for payment of any compensation on this account. 12. Bidders are advised to visit the unit proposed for renovation & up gradation at Mysore (MYS) Railway Station and familiarize themselves with the actual ground conditions, before submitting their bid. 13. Bidders may be present physically at the time and place of RFQ opening as the whole bidding process is to be done manually. 4 INDIAN RAILWAY CATERING AND TOURISM CORPORATION LIMITED (A Government of India Undertaking) CONDITIONS OF CONTRACT 1. Scope of Bid: The Indian Railway Catering and Tourism Corporation Ltd (IRCTC), a PSU under the Ministry of Railways is one of the largest hospitality and catering companies of the country. IRCTC's vast gamut of business is in providing on-board catering services on trains at Railway station premises and managing other ancillary business activities including domestic and international tourism through development of budget hotels, special tour packages, information & commercial publicity and global reservation systems. IRCTC manages the entire on-board catering services of Indian Railways in more than 460 passenger trains with pantry cars that includes Rajdhani trains, Shatabdi trains, Duronto Trains, Gatimaan Express and Mail/Express trains and also in newly introduced premium trains such as Vande Bharat Express and Tejas Trains. The Indian Railway Catering and Tourism Corporation Limited (IRCTC), proposes to obtain quotations from civil contractors for the renovation & up gradation of the Tourism Information and Facilitation Centre (TIFC) at Mysore Railway Station. The proposed work is to be taken up at IRCTC TIFC at Mysore Railway Station. The proposed renovation will be done in existing unit at the above-mentioned Railway Station. The renovation & up-gradation shall include Civil, Electrical and allied works such as electrical wiring. painting, false ceiling, customized furniture, name/ display boards etc. are required to be provided in the existing building as per requirement of the TIFC. The detailed BOQ is placed at Annexure-H. 2. Validity of the Bid: 2.1 The submission of any offer connected with these specifications and documents shall constitute an undertaking that the bidder shall have no cause for and claim, against the IRCTC for rejection of the offer. The IRCTC shall always be at liberty to reject or accept any offer at his sole discretion and any such action will not be called into question and the bidder shall have no claim in that regard against the IRCTC. 2.2 The offer shall be kept valid for acceptance for a minimum period of 90 (Ninety) Days from the date of opening of RFQ. 2.3 Offer shall be deemed to be under consideration immediately after they are opened and until such time the official intimation of award of contract is made by the IRCTC to the bidder. While the offer is under such consideration, bidder and/or their representatives are advised to refrain from contacting the IRCTC by any means. If necessary, IRCTC will obtain clarifications on the offer by requesting for such information from any or all the bidder, in writing, as may be considered necessary. Bidder will not be permitted to change the substance of their offers after the offers have been opened. 5 3. Evaluation of offer: 3.1 The bid will be decided on total cost basis (exclusive of GST) for renovation and up gradation of the T!FC unit at Mysore Railway Station. 3.2 The following information must be provided by the bidder in his offer and shall form the basis of evaluation of his offer. a. Bidder has to be registered under GST regime and proof for the same to be enclosed. b. The bidder should have carried out at least any type of civil construction/maintenance works valuing not less than Rs. 5 lakhs (Rupees Five Lakhs only) in any of the previous Two years. c. The bidder is required to submit the proof of having executed job of required nature in any of the state or central govt departments/public sector/reputed private organizations. The credential like work orders, completion certificate against the work order etc to be enclosed with the RFQ. If the completion certificate not issued by the organization, then bidder may submit the certified copy of bill showing total executed value, detail of job covered etc. d. Bids will be evaluated based on the quote submitted by the bidders for the total completion of the works as specified in the schedule. In case of non-submission of bids on any of the parameter as specified in the schedule, bids will be rejected. However, IRCTC reserves the right to select the final works to be undertaken and split the quantity of the work, on need base. 4. Rates 4.1 The bidder should quote rates exclusive of GST in the RFQ / Financial bid (Annexure-B). The offer quoted inclusive of GST will be rejected. 4.2 The GST as applicable shall be paid extra as mentioned in the RFQ Financial bid (Annexure-B). 4.3 The BOQ of Civil, Electrical, Carpentry works (Annexure-H) details the item• wise/consolidated estimated cost of works. The bidders are required to calculate and quote the item wise amount in the BOQ's enclosed as Annexure-H and its consolidated costs shall be quoted in the Financial bid (Annexure BJ. Any deletion or addition in items/works of BOO shall be calculated and deducted/paid as per the cost of the respective items/ works accepted by IRCTC.
