Government of Jammu & Kashmir Office of Deputy Commissioner, Ganderbal Disaster Management Plan District Ganderbal January, 2017 to December,2018 PROLOGUE The Created do not have the worth even to think of coming in the way or challenging the wrath of the Creator let alone stopping it. The only way to calm His anger is by seeking His mercy which can be achieved not by putting all the ground water of the planet together but by a few drops of tears rolling down the cheeks while submitting before the Greatest, the One and Only Allah (SW) as He responds quickly to the prayers of those who have full faith in Him and His mercy. He loves his slaves seventy times as much as a mother loves his child. What we plan is just the human service which Allah tests us for through these calamities. 1. INTRODUCTION Ganderbal was given status of a district in the year 2007 when it was carved out of District Srinagar of which it formed a part. It comprises of 01 Sub-Division, 6 Tehsils and 8 Community Development Blocks. Ganderbal District has a topography which ranges from treacherous lofty mountains barren of any vegetation in areas adjacent to District Kargil to temperate climate in the rest of the District. Due to Funnel Effect, western disturbances bring in huge amounts of precipitation in areas around Zoji-la & Sonamarg. The mountain peaks like Harmukh, Kolahoi, Gunj etc. in the Sogput Dhar Range remain snow clad all the year round. In fact these are the areas with the highest precipitation in the Valley. Fortunately this is very sparingly populated area. However, National Highway (NH-1D) passes through this area, with infamous Zoji-la pass having a history of disasters. With alternate Baltal route gaining popularity almost half of the Yatries (pilgrims) to Amarnathji Shrine visit the place via Baltal. Ganderbal and River Sindh (locally known as Sendh) are inseparable entities. Lofty mountains and Glaciers being sources of this torrential river, heavy and devastating floods have occurred at least twice in past twenty five years. Great force and velocity of water has caused severe damages to houses, crops, roads and bridges. As the river slows down near Ganderbal, Where it enters plains water logging and flooding is a recurring feature in villages to either side of the river like Gadoora, Shallabugh, Harran, FatehporaA. In terms etc. of topography District’s Proneness to hazards may be summarized as:- 1) Areas from Kullan to Zoji-la, lofty mountains bare vegetation, this area is prone to heavy snowfall, snow storms, avalanches and flash floods, sparsely populated. 2) Areas like Wangat Valley, Kangan area, Chattergul area with dense pine forests, moderately populated. These areas are prone to forest fires, flash floods, and breach in irrigation/ Power canals & avalanches. 3) Kandi areas in Tehsil Lar, Ganderbal and Kangan are prone to drought. 4)B. AreasIn terms of Sherpathri of tourist/ adjacent economic to River activities, Sindh areas are prone of concern to water in logging the District and flooding. are:- 1) Zoji-la/ Baltal area, prone to vagaries of nature as weather can turn suddenly. 2) Areas in and around Ganderbal & on National Highway have now become prone to traffic related accidents. 3) Manasbal Lake area which sees heavy tourist inflow also needs an exhaustive plan in case of a boat capsizing tragedy. 4) Thousands of nomads move to upland pastures in district Ganderbal during Summers. As they reside in remote and inaccessible areas, they are at receiving end due to any sudden change in weather which often accounts for losses to their livestock. C.
