The subject site is located at the southeast corner of the intersection of Leach Highway and Webber Street. The subject site is currently occupied by two residential dwellings. The vehicular accesses to the subject site are currently available via two existing crossovers on Leach Highway. The subject site is bound by Leach Hwy to the north, Webber Street to the west and residential properties to the east and south as shown in Figure 1. The subject site is zoned Urban in Metropolitan Region Scheme (MRS) as shown in Figure 2. The Transport Impact Assessment Guidelines (WAPC, Vol 4 – Individual Developments, August 2016) states: “A Transport Impact Statement is required for those developments that would be likely to generate moderate volumes of traffic1 and therefore would have a moderate overall impact on the surrounding land uses and transport networks”. Section 6.2 of Transcore’s report provides details of the estimated trip generation for the proposed development. Accordingly, as the total peak hour vehicular trips are estimated to be less than 100 trips, a Transport Impact Statement is deemed appropriate for this development. The key issues that are addressed in this report include the traffic generation and distribution of the proposed development, parking provision, access and egress and movement patterns. 1 Between 10 and 100 vehicular trips per hour t20.311.sm.r01a Page 5 t S Webber Figure 1: Location of the subject site Figure 2: MRS Map t20.311.sm.r01a Page 6 2.0 Proposed Development The development proposal is for a child care centre to be located at 79 & 81 Leach Highway, Willagee in the City of Melville. The proposed CCC is anticipated to accommodate up to 86 children with a total of 14 staff members. Vehicle access and egress to the subject site is proposed via a single full movement crossover on Webber Street which leads directly to the car parking area, as detailed in Section 3.1 of this report. The development plan shows that the car parking area of the proposed development would occupy the western portion of the subject site with a total of 17 car parking bays inclusive of an ACROD bay. A turn around bay is also provided at the north east corner of the car parking area. The proposed parking area comprises of 11 single standard bays and 3 pairs of tandem bays (3x2 = 6 bays). Out of 17 car parking bays, 7 bays are allocated to staff including all 6 tandem bays and the balance will be used for visitors/parents during pick up and drop off activities. Pedestrian access to the proposed development is available from the external footpath network on Leach Highway and Webber Street abutting the subject site. A bin store area is proposed at the north west corner of the car parking area. The proposed development plan is provided in Appendix A. t20.311.sm.r01a Page 7 3.0 Vehicle Access and Parking 3.1 Access Figure 3 shows the location of existing crossovers and Figure 4 shows the location of proposed development crossover. Currently, there are two crossovers (crossover 1 & crossover 2) servicing the subject site on Leach Highway which will be closed as part of the proposed development. The access and egress arrangement to the subject site is proposed via a single full movement crossover on Webber Street to the west of the subject site as illustrated in Figure 4. Webber Street Webber Figure 3: Location of existing crossovers t20.311.sm.r01a Page 8 Proposed Crossover Figure 4: Proposed development crossover 3.2 Parking Provision The City of Melville Local Planning Policy 1.6 provides the parking requirements of the child care centre, which is: One bay per 10 children plus; 0.5 bays per staff member; and, Drop-off and pick-up area to the satisfaction of the Council. The child care centre has been designed to accommodate up to 86 children and 14 staff members. According to the City’s Policy, the proposed child care centre requires a parking provision of 16 car parking bays. The proposed development provides a total of 17 on-site parking bays inclusive of an ACROD bay which meets and exceeds the requirement of the City’s policy.
