The Code of Civil Procedure is amended by 5 changing Section 7-103 as follows: 6 (735 ILCS 5/7-103) (from Ch. 110, par. 7-103) 7 Sec. 7-103. "Quick-take". 8 (a) This Section applies only to proceedings under this 9 Article that are authorized in the Sections following this 10 Section and preceding Section 7-104. 11 (a-5)_________________________________________________________ On and after the effective date of this amendatory 12 Act_____________________________________________________________ of the 92nd General Assembly, a unit of local government 13 that_____________________________________________________________ acquires property in a proceeding subject to this 14 Section_____________________________________________________________ may not thereafter transfer the property, by sale, 15 lease,_______________________________________________________ or otherwise, to a private individual or entity. 16 (a-10)_________________________________________________________ A unit of local government may exercise 17 "quick-take"_____________________________________________________________ powers to acquire real property or an interest 18 in_____________________________________________________________ real property under this Article only with respect to real 19 property_____________________________________________________________ lying within the limits of its territorial 20 jurisdiction._____________________________________________________________ Before the General Assembly may consider any 21 amendment_____________________________________________________________ of this Section that adds an authorization for a 22 unit_____________________________________________________________ of local government to acquire real property or an 23 interest_____________________________________________________________ in real property under this Section, all of the 24 following_____________________ must occur: 25 (1)____________________________________________________ The governing body of the unit of local 26 government_________________________________________________________ shall hold at least one public hearing on the 27 matter_________________________________________________________ of the proposed acquisition.
