Public Report To: Council in Committee of the Whole From: Jag Sharma, City Manager, Office of the City Manager Report Number: CM-16-28 Date of Report: October 3, 2016 Date of Meeting: October 6, 2016 Subject: 2018 Memorial Cup Bid File: D-4100 1.0 Purpose The purpose of this report is to respond to the Council direction of August 24, 2016 respecting the 2018 Oshawa Generals Memorial Cup Bid. 2.0 Recommendation It is recommended to City Council: 1. That in accordance with Report CM-16-28 dated October 3, 2016, 2018 Memorial Cup Bid, the City support the Memorial Cup Bid from the Generals Hockey Inc. (G.H.I.) by providing up to $200,000 of in-kind services as outlined in Section 6.1; and, 2. That a copy of Report CM-16-28 be forwarded to the Region of Durham’s Economic Development Department as information to assist in their review for support of the Generals Hockey Inc.’s bid. 3.0 Executive Summary Not applicable. 4.0 Input From Other Sources • Comparative Municipalities • Spectra Venue Management • Generals Hockey Inc. Report to Council in Committee of the Whole Item: CM-16-28 Meeting Date: October 6, 2016 Page 2 5.0 Analysis 5.1 Background Durham Region and the City of Oshawa are recognized as premier sport tourism destinations as we are a sports-minded, active community with extensive experience hosting successful sport tourism events. Specifically, Oshawa has hosted at the General Motors Centre the TORONTO 2015 Pan Am/Parapan Am Games (2015), National Pinty’s Grand Slam of Curling (2015), International Ice Hockey Federation World Junior Hockey Championships (2014), BMO Canadian Open Grand Slam of Curling (2011) and BMO Skate Canada Provincial Synchronized Skating Championships (2009). These sports tourism events generated local economic spin-offs as well as positive media coverage. The opportunity to host the 2018 Memorial Cup would result in significant economic spin- offs and national media coverage for the City of Oshawa and further strengthen our position as a premier sport tourism destination. The Oshawa Generals is one of the oldest and most decorated franchises in the Canadian Hockey League (C.H.L.), and the oldest in the Ontario Hockey League (O.H.L.). In their 79-year history, the Generals have won the J. Ross Robertson Cup, which is awarded to the O.H.L. Champions, a record of 13 times. In addition, they have been crowned Memorial Cup Champions five times (the latest was in 2015 ); the most of any current active C.H.L. team. The organization is also known for their ability to develop junior hockey players into professional players. To date, the Generals have over 180 graduates to the National Hockey League. On July 20, 2016, G.H.I. made the City aware of their interest in bidding on the 2018 Memorial Cup. On July 26, 2016, the City was invited to a meeting to discuss Memorial Cup bid requirements and associated timelines. On July 27, a summary list of requested support was received from G.H.I. Staff reviewed this information; however, given the tight time constraints, they were only able to advise Council at a rudimentary level. At a special meeting of Council held on August 24, 2016, the following motion was adopted: “Therefore be it resolved that Oshawa City Council support in principle, without any financial commitments at this time, the Oshawa Generals Hockey Club’s bid for the 100th Anniversary Memorial Cup in 2018 and provide a letter indicating such support; and further, That staff be directed to work with the Oshawa Generals Hockey Club on their bid to host the 2018 Memorial Cup and bring a report to Council for consideration and approval of the financial commitment required to support the Club’s bid.” The timing of this report was delayed as a result of the work associated with securing a Naming Rights Sponsor as a priority. Report to Council in Committee of the Whole Item: CM-16-28 Meeting Date: October 6, 2016 Page 3 5.2 2018 Memorial Cup Bid Guidelines – Government and City Support The 2018 MasterCard Memorial Cup Bid Guidelines outline local government and city involvement as: “Creating a positive impression and legacy for host city should be an element of bid and should include a detailed plan of provincial/local government and city support around the MasterCard Memorial Cup. • The bid shall detail any and all planned support levels from provincial/local government(s) to host the MasterCard Memorial Cup. Only the CHL shall be permitted to approach the national government for any kind of funding. • Outline of City support and activation plan (street cleaning, street closures, noise bylaws, garbage and recycling, parking, etc) • City Tourism board involvement to track economic impact to ensure visitors enjoyment. • Police and Fire involvement within the arena and at external events for security and safety. • Such support may include among any other areas, promotional support for the overall event, individual game promotion, or any other special events that you may wish to have during the MasterCard Memorial Cup week in your centre.” 5.3 Review of Other Municipalities Red Deer Alberta and surrounding area has a population of approximately 99,832 and a budget of $341.9M Operating and $160.6M Capital. It is a single-tier municipality that hosted the Memorial Cup in 2016. The bid was put forward through the Red Deer Rebels. Red Deer supported the Rebels’ bid in the form of $200,000 in cash and some in-kind services. Quebec City has a population of approximately 541,000 and a budget of $1,403.6M Operating and a Capital budget of $1,396M. It is a single-tier municipality that hosted the Memorial Cup in 2015. The bid was put forward through Remparts de Quebec with City Support in the form of $500,000 cash. City of London has a population of approximately 366,000 and a total budget of $530M Operating and $197.9M Capital. It is a single-tier municipality that hosted the Memorial Cup in 2014. The bid was put forward through London Knights with City Support in the form of approximately $88.5K and in-kind services. It should be noted that the details of support for each of the municipalities above were challenging to assemble as the bids were made through the Canadian Hockey League teams and not the municipality, and therefore, not readily available. Report to Council in Committee of the Whole Item: CM-16-28 Meeting Date: October 6, 2016 Page 4 5.4 G.H.I.’s Requested Support Below is the list of items requested by G.H.I. in the way of support to the City: 1. City/Government cover 50% of bid costs, i.e., Selection Committee expenses and Bid Package expenses. 2. Oshawa Generals and the GM Centre will split 50/50 on all concessions during the Memorial Cup tournament. 3. City/Government will cover the following expenses: a. Additional retractable seating inside GM Centre to bring capacity to approx. 6,500 seats. b. All costs to have On Ice Projection installed. At tournament’s, end all equipment to remain in GM Centre. c. City covers the expenses related to securing the Host Organizing Committee Chairperson. d. City will provide the database related to gathering volunteers for the Memorial Cup. (Please refer to Bid Guidelines) e. All rent related to Memorial Cup Games, Practices for teams and on-ice officials. GM Centre will provide all dressing rooms, coaches’ rooms and storage areas. (Please refer to Bid Guidelines) f. All staffing costs with regards to Ushers, Security, Concession Staff and Other staff costs re: Housekeeping Building Cleaners. Also all EMS and Ambulance coverage. g. All expenses related to labour costs to host Memorial Cup. i.e. Conversion Team. h. All expenses related to Memorial Cup events i.e. Fan Fest, Road/Street Closures, Parking and Policing. This will include Tent/Marquis Rentals that will be furnished and climate controlled for the appropriate time of year/season. i. All expenses related to hosting a Memorial Cup golf tournament and Memorial Cup Gala/Banquet. Must have capacity to host a minimum of 500 people. Deer Creek in Ajax as a potential site for this. (Please refer to CHL Bid Guidelines) j. All expenses related to CHL Awards Banquet. Facility must host a minimum of 180 people. (Please refer to CHL Bid Guidelines) k. All transportation required to host Memorial Cup, i.e., Charter flights for Incoming teams involved (Charter Fee to be paid to the CHL). Ground transportation for all teams and CHL required vehicles (Shuttle, Team Buses and Team Equipment vehicles) (Please refer to CHL Bid Guidelines) Report to Council in Committee of the Whole Item: CM-16-28 Meeting Date: October 6, 2016 Page 5 l. All expenses related to technical requirements required by CHL. All expenses related to upgrading current technology in order to meet CHL requirements. (Please refer to CHL Bid Guidelines) m. All accommodation expenses required to house Four CHL Teams, One for On- Ice Officials, One for CHL Delegates. A total of Six Hotels required. (Please refer to CHL Bid Guidelines) n. City secures Oshawa Sports Hall of Fame to be utilized for an additional room during the tournament. This room may be utilized as a Corporate Sponsored lounge area. 6.0 Financial Implications The costs associated with G.H.I.’s request for support as shown in section 5.4 are estimated at $2.035 million. This estimate does not include all of the requirements outlined in the request for support.
