SITUATION UPDATE NO. 3 TYPHOON/ PHILIPPINES Tuesday, 9 December 2014 18:00 1. Summary of Disaster Event (Please state briefly the type(s) of hazard, the specific location(s), date, time and duration of impact, the factors or circumstances that triggered or brought about the disaster event, and the general extent of losses) Typhoon HAGUPIT has made its 5th landfall on 9 December morning in Lubang Island. It continuously moves toward westward and has weakened to a Tropical Storm level. HAGUPIT is estimated to leave Philippines Area of Responsibility (PAR) by Thursday early morning. Page 1 Please be noted that flooding happened only in sixteen (16) areas, not the entire province. Source:NDRRMC 2. Assessment of Disaster Impact (Please assess and summarise the impact of the disaster event on human lives, housing and property and livelihoods, lifelines and public infrastructures, and the environment) The following figures are summarized from NDRRMC situation report no.12: 492,710 families or 2,243,479 persons have been affected in Region NCR, IVA, IVB, V, VI, VII, VIII and XIII (CARAGA). 369,193 families or 1,653,241 persons have been displaced. 8 death and 151 injured. 95 houses were reportedly damaged. Flood is currently happening in some municipalities of Quezon, Laguna and Marinduque. All airports are back in operation, including Borongan airport. Power interruption is still experienced several parts in Quezon, Marinduque, Oriental Mindoro, Occidental Mindoro, Romblon, Albay, Catanduanes, Masbate, Camarines Sur, Camarines Norte, Iloilo, Antique, Cebu, Bohol, Norther Samar, Eastern Samar, Samar, Leyte and Southern Leyte. Mobile network is restored in most part of Region 4A, 4B, VI, VII and VIII. Only three roads in Region V and VIII are still closed due to flooding, landslide and fallen trees. Cost of damages is 23.3 million USD. 12-08-2013 Cost of assistance is 1.4 million USD. Page 2 3. Assessment of Needs (Please assess the current and anticipated needs of the reporting Parties to respond to the disaster situation) The following are the identified needs: Food and water Family kit Construction material and shelter, including tarpaulin 4. Actions Taken and Resources Mobilised (Please summarise the actions taken and resources mobilised by Parties concerned, including any request for or offer of humanitarian assistance) Government of Philippines: The Government of Philippines is well prepared for the incoming Typhoon Hagupit. Many important actions have been taken to protect and prevent the people from the impact of Hagupit. The Government has made the people aware and alerted about the potential impact. Pre-emptive evacuation for people living in hazard-prone areas also has been made prior to the landfall. Asset and personnel, including military and civil resources, have been put on standby and prepositioned. After the landfall, the Government has responded promptly to the situation by providing assistance to the affected population. Cebu Mactan Airbase has been designated as the major logistical hub and One Stop Shop has been set up for incoming resources. Province and City under State of Calamity Declaration are Albay, Camarines Sur, Catanduanes and San Pablo City (Laguna). AHA Centre: Deployed 7 ERAT Team Members consist of: 1 person from Philippines 1 person from Thailand 1 person from Singapore 4 persons from AHA Centre Another 2 ERAT members from Brunei are put on standby. Deployed ERAT Team is positioned in Manila, Legazpi city and Cebu to work closely under NDRRMC and Regional Office guidance in providing support in the field of coordination and information management, and rapid assessment. Based on the ERAT team observation, the road from Manila – Lucena – Legazpi is passable and other facilities such as stores, market and gas station are in normal activity. But power outage is still happened in several areas. The team also made coordination with the Regional Director of OCD V Bicol Region. Page 3 5. Others (Please provide relevant information received from third party, i.e. other countries, international organisations, media, etc., that may be useful for the National Focal Points to know) The UN Humanitarian Country Team has gone through a series of coordination meetings with the Government of the Philippines and recommended by the government to be on standby. UNDAC team from the region has been deployed in case there is a need for emergency coordination. Several INGOs as part of AADMER Partnership Group (APG) has prepositioned their capacities as follow: o ChildFund has prepositioned its capacities in Psychosocial support for children for the following areas: Sorsogon, Pasay, Paco, Southern Luzon. o HelpAge has prepositioned its capacities in Food, Wash, NFI for the following areas: Tacloban, Cebu and Manila. o Mercy Malaysia has prepositioned its Medical Assistance for the following areas: Ormoc, Eastern Samar. o Oxfam has prepositioned its Hygiene kits, water treatment items for the following areas: Tacloban, Ormoc, Guiuan, Bantayan (N. Cebu), Surigao del Norte, Davao, Bohol, CARAGA. o Plan International has prepositioned its Shelter Kits (Tarpaulin Sheets plus rope), Water Kits, Hygiene Kits and Infant Kits for the following areas: Eastern Visayas, Bicol Region (Masbate), Region 4A (CALABARZON) and Region 4B (MIMAROPA – Occidental Mindoro), Sorsogon. o Save the Children has prepositioned its NFI/shelter, health, wash, child protection for the following areas: 2 teams in Tacloban and 1 ERT in Legazpi city. o World Vision has prepositioned its kitchen kits, hygiene kits, NFIs and tarps for the following areas: Leyte, Panay, Samar, Luzon, Bohol and Cebu.
