MOULDS I write this in honor of our retiring Executive Director, Elizabeth “Betty” Moulds, who has served our organization for 23 years. The breadth and depth of Betty’s talents is astounding. Betty writes and does legal research so that our by-laws and formal processes are always in order. She works with all of our caucuses with respect and a cooperative spirit. When we consider the enormous work of negotiating spaces and places to hold our conference, our team, under the leadership of Betty Moulds, is incomparable. Unlike some of the other regional conferences, our conference requires that we hold to our democratic ethos—so we rotate the regions in which we hold conferences. It would be easier to choose one city and one hotel and stick with it. Betty, however, does not do anything the easy way. She does everything the right way. As we have grown, we have faced challenges in our commitment to righteous causes. One presented itself at last year’s annual meeting in San Diego. The owner of the property occupied by the Hyatt Regency in San Diego donated funds in support of the California Anti-Gay Marriage Amendment. Betty demanded that the Hyatt management immediately meet with us. The Hyatt responded quickly and satisfactorily in reassuring us that they would extend every courtesy to our LGBT members. Betty Moulds is tough, efficient, and professional. Those of us involved in conference programs know that members, program chairs, and presidents sometimes offer harsh criticisms. Betty never holds grudges, and she never loses her “cool.” Betty Moulds, with all of her professional, personal, and leadership skills, is an exuberant, fun, and caring human being. She and her husband, John, travel extensively, and can tell stories of these travels as no one can tell them. Yes, it has been a full half-life for Betty. Now she will take on new projects, as this is her nature. We thank you Betty, for sharing your talents, your warmth, family, and your very essence, with this organization. We will never forget you. Andrea Y. Simpson Outgoing President WPSA ii WELCOME AND SPECIAL ACKNOWLEDGMENTS Welcome to the WPSA’s 2009 Annual Meeting. We extend a warm welcome and hope that the weather cooperates and allows you to see Vancouver’s great natural beauty. Vancouver is the largest city in Western Canada. Surrounded by the Coastal mountains and the Pacific Ocean, it is one of North America's most beautiful cities, and it was recently ranked by the Economist as "the world's most desirable place to live".* Vancouver is a complex, diverse and multicultural city. It has grown rapidly in response to immigration from abroad and from other parts of Canada. Vancouver’s recent development has also been accelerated by the city’s role as host to the 2010 Winter Olympic and Paralympic games. Vancouver is an apt setting for the theme for this year’s WPSA conference -- “Ideas, Interests and Institutions”. The city itself embodies and ‘lives’ many of the issues that will be discussed here. During your stay, we hope you can enjoy Vancouver’s many delights and attractions. As the conference’s host institution, the University of British Columbia’s also welcomes you. The University hopes you can visit its spectacular main campus at Point Grey in Vancouver. The UBC campus offers a variety of activities including the Museum of Anthropology, Pacific Spirit Park, the Botanical Gardens, and Chan Centre for Performing Arts. The Hyatt Regency is located in the downtown core, which offers the amenities of a major international destination including outstanding restaurants, clubs, parks, recreational facilities, entertainment, arts, and culture. Near the downtown core, you can walk around the seawall, visit art galleries and explore historic parts of downtown such as Gastown and Chinatown. This program includes our personal restaurant recommendations. On behalf of UBC, we are pleased to welcome you to Vancouver. We know the conference will be a tremendous success! Thank you for joining us! Allan Tupper Lesley Burns and Local Arrangements Chair Rebecca Alegría Monnerat Chair, Department of Political Science Local Arrangements Committee University of British Columbia University of British Columbia • in a survey of 127 cities performed by The Economist magazine's Intelligence Unit. iii WELCOME AND SPECIAL ACKNOWLEDGMENTS Special Acknowledgements The Western remains one of my favourite meetings in political science. The meeting has a friendliness that everyone who attends recognizes. It has an open-ness to different perspectives and approaches that everyone who attends appreciates. The reason that the Western has this ‘feel’ about it is due to the people running the conference itself. Allan Tupper and UBC were in charge of local arrangements and did a simply splendid job in making those arrangements workable. The Canadian government has also helped in these arrangements by very generously providing funding to help a number of graduate students travel to the meeting. All conferences depend on their section chairs to perform what is the often thankless ‘behind the scenes’ task of organizing panels. At the very least I’d like to thank them here for the terrific job they have done. Our section chairs, all of whom we list in the programme, have done an excellent job in putting together an interesting range of first rate panels that will show case research conducted by Association members. I would also like to note a personal thank you to Andrea Simpson – my predecessor – for her advice, help and perhaps most of all her encouragement. Thank you Andrea – you helped more than you may have realized. I am, as Peter Steinberger once said, only the latest programme chair to express my deep appreciation and thanks to the hard work, the thoughtfulness and grace of Elsa Favila and Betty Moulds. Peter’s comments are as on the mark now as they were when he made them. I think many of us know the Association owes a debt to the dedication of Elsa and Betty in keeping our organization running smoothly. Only after becoming embroiled in the details of the programme did I grasp how large that debt is and how much we owe to their hard work, dedication and their invaluable sense of humour. Thank you both very much indeed. The academic enterprise often lends itself more readily to criticism than praise but I hope you will join with me in thanking our section chairs, Allan, Andrea, Betty and Elsa.
