Adoption of agenda Decision: The draft agenda was adopted. 2. Chair’s announcements The Chair announced the BUDG coordinators' decisions and recommendations, taken at their meetings of 11 and 23 February, to the Committee for endorsement: Appointments: BUDG shall not draft an opinion to the following proposals: Proposal for a Council Decision establishing the Employment Committee and repealing Decision 2000/98/EC - Reference: 2015/0801(CNS), 05125/2015 Decision establishing the Social Protection Committee and repealing Decision 2004/689/EC - Reference: 2015/0802(CNS), 05126/2015 Implementation of the European Progress Microfinance Facility - 2013 - Reference: 2015/2042(INI), COM(2014)0639 Appointed rapporteurs: Charles Goerens (ALDE) for the opinion to the DEVE INI report "Financing for development" - Reference: (2015/2044(INI)) PV\1051887EN.doc PE549.434v01-00 EN United in diversity EN The ALDE group for the opinion on the Proposal for a Regulation of the European Parliament and of the Council amending Regulation (EU) 1304/2013 of the European Parliament and the Council on the European Social Fund, as regards an increase of the initial pre-financing amount paid to operational programmes supported by the Youth Employment Initiative - Reference: 2015/0026 COD, COM(2015)0046: rule 53+ will be requested The EPP group for the opinion to the REGI INI report "The European Structural and Investment Funds and sound economic governance: guidelines for the implementation of Article 23 of the Common Regulation - Reference: (2015/2052(INI), COM(2014)0494 Budget Seminar Coordinators approved the programme including proposals for moderators and speakers and agreed to submit proposals for responsible members for each of the panels. Delegation to Ukraine Allocation of places: 3 EPP, 2 S&D and 1 ALDE Members Hearings In addition to the joint hearings already fixed (joint hearing BUDG-SEDE on CSDP financing on 21 January; joint hearing BUDG-ECON on EFSI on 2 March; joint hearing BUDG-CONT on own resources on 5 May) the following BUDG hearings will be organised in 2015: - "Payment cycle in the EU budget: pre-financing, advanced payments, final payment - how does it work?" - "EU budget and SMEs" The hearing on "State of play and implementation of the frontloaded programmes 2014-2015" has been postponed to the first semester 2016. BUDG coordinators meeting calendar - 1st half of 2015 Calendar was approved. Establishment of the EP's estimates for 2016 - Provisional calendar Coordinators endorsed the calendar proposed by the Rapporteur. MFF revision Coordinators agreed not to prepare any additional report on top of the consent report and to channel any political messages through the accompanying amending budget report. PE549.434v01-00 2/15 PV\1051887EN.doc EN Investment Plan Coordinators approved the draft timetable and mandated the Rapporteur to agree with ECON rapporteur on the organisation of the joint hearing on EFSI of 2nd March. The Rapporteur invited coordinators to send him suggestions for experts. Payments Coordinators decided to establish an ad-hoc team to prepare and negotiate the terms of the payments plan. Composition: Chair and general rapporteurs for the budgets 2014-2015-2016 European Parliamentary Week (EPW) A letter to the President from the three involved committees (BUDG, ECON, EMPL) to draw the lessons of the 2015 edition of the EPW and to suggest improvements for the next year will be prepared. Micro-sessions Coordinators confirmed that sometimes votes during the micro-sessions in Brussels are unavoidable and will raise attention within their groups when necessary. 3.
