Consolidating huge volumes of information on charges, payments and debts requires building a high-quality unified database that would provide a transparent scheme of charging for housing/municipal services. UI&SC systems should present a convenient and socially focused system of payments for residents and reduce time and money spent on data processing and informing charge payers. How to make collection and payment splitting system more transparent? How to increase payment collection from population? How to optimize costs of providing unified payment documents to payers (i.e., legitimate electronic accounts)? While solving that task the chief engineer is limited by lack of capital investment on the one hand, and need to reduce specific operational cost of grid maintenance, on the other hand. While understanding the inevitable need of better savings and capital investments reduction, one still has to think ahead. The question arises, what will be the future of electric grids? What will be required to operate them? Will the technologies progress to a qualitatively new level? Efficient equipment is more expensive but comes much cheaper operation-wise. And if one thinks about the grids of tomorrow, if one thinks about the consumer of tomorrow, the issue of economy should be dealt with reasonably. Oftentimes cheaper doesn’t mean better for the future. What engineering and management solutions are used across the industry today to resolve such issues?
