Quarantinable and Other Infectious Diseases - Public Health (Ships) Regulations 1979 (As Amended) May During the month the Authority’s out of hours on-call officer received separate reports of illness involving one crew member and three passengers arriving in Hull. All affected passengers were isolated on board and well enough to travel home. The crew member was isolated on board and off duty until he recovered. Advice was given on correct cleaning and disinfection on board the vessels. The Authority received an initial out-of-hours notification on 26 May regarding an incident on board a ship in Goole Docks which led to the tragic deaths of three seamen. There was no suspected infectious disease. The Maritime & Coastguard Agency and Public Health England were informed. June During the month the Authority’s out of hours on-call officer received separate reports of illness involving one crew member and one passenger arriving in Hull. However, as this product falls within the scope of an Environmental Permit granted by the Environment Agency (EA), complaints received and our officer observations are forwarded to the EA. Throughout the quarter the Authority received several specific and non-specific complaints regarding alleged dust nuisance from the discharge of various bulk products from ships and a fertilizer blending process at Goole Docks. Specific concerns were also expressed regarding the storing and handling of Ammonium Nitrate. Our officers made several visits to the site to investigate the dust complaints and whilst there was some evidence of dust deposits, these did not amount to a statutory nuisance. Advice was given to the company concerned on dust control methods for ship discharging and the blending operation. Andrew Percy MP called a meeting with our officers, Elected Members, other stakeholders and residents in Goole on 12 August. This proved to be very useful in explaining the legal position of both this Authority, the Health & Safety Executive and East Riding of Yorkshire Planning Directorate and controls already in place and future actions. This was particularly important to address specific concerns regarding Ammonium Nitrate. A further meeting is planned for November this year. In the meantime our officers continue to monitor the operation and work with the company to improve dust control methods. All complaints are dealt with promptly and thoroughly investigated. 3 On 27 May we received a complaint of blue dust at Gunness, North Lincolnshire. Our investigations proved to be somewhat inconclusive but we continue to monitor the site on a regular basis. No further complaints have been received. June On 23 June a complaint was received from a Hull business that wood dust deposits were causing problems. Our investigations revealed some evidence of dust but this was not sufficient to constitute a statutory nuisance. Advice on dust prevention and control was given to the operator and we continue to monitor this operation and no further complaints have been received. July On 29 July we were advised of a complaint regarding wood dust at The Humber International Terminal, North Lincolnshire. Remedial action taken promptly by the operator proved to be effective and no further complaints were received. Noise Complaints - Environmental Protection Act 1990 On 12 June we received a complaint of noise at Howdendyke from the equipment used to discharge a ship. Colleagues at East Riding of Yorkshire Council were informed as they have responsibility for the investigation of such noise complaints. (Emailed where possible). 4 Advice was given regarding the cleaning and chlorination of fresh water systems and arrangements were made to re-sample wherever possible. If the vessel was proceeding to a British port, the Port Health Authority of the district was advised. 13 ice samples were taken from ships for bacteriological examination. 12 samples were satisfactory and one sample was unsatisfactory. Adverse results were notified to Masters of vessels or their agents immediately on receipt. (Emailed where possible). 27 legionella water samples were taken from ships for bacteriological examination. 19 samples were satisfactory and 8 samples were unsatisfactory. Food Safety & Hygiene (England) Regulations 2013 The quays, sheds, warehouses and other food business premises are under constant supervision by the Authority's Officers and are inspected according to a risk assessed frequency. On 21 May a Detention Notice was served on a dock-based food supplier in respect of 122 cases of frozen meat for further examination. On 7 July a Hygiene Improvement Notice was served on a dock-based food business following defects found during our premises inspection.
