Kanata Rao, Devagiri (V), Bommanahal (M), Anantapur District. Introduction Sri T. V. S. Kanata Rao has applied for grant of Quarry Lease for Road Metal and Building Stone over an extent of 1.000Hectare in Sy. No.253 of Nemkal village,Bommanahal Mandal, Ananthapuramu District. The Asst. Director of Mines & Geology, Ananthapuramu has submitted proposals duly recommending for grant of quarry lease for Road Metal and Building stone over an extent of 1.000Hectare in Sy. No.253 of Nemkal village, Bommanahal Mandal, Ananthapuramu District for a period of 10 years. The Deputy Director of Mines & Geology after careful examination of the proposals of the Asst. Director of Mines & Geology, Ananthapuramu granted Quarry Lease for Road Metal & Building stone over an extent of 1.000Hectare in Sy. No.253 of Nemkal village, Bommanahal Mandal, Ananthapuramu District in favour of Sri T. V. S. Kanata Rao vide Notice No., 3807/Q1/2001,Dated :28-02-2002, directing the applicant to submit the Approved Mining Plan under Rule 7 (A) of APMMC Rules, 1966 and to obtain the Environmental Clearance from MOEF, CFE from APPCB under EIA Notification S.O. 1533, dated: 14-09-2006 within a period of six months. 5 The Asst. Director of Mines & Geology, Ananthapuramu has executed the Quarry lease deed vide their Proceeding No 789/Q3/2002,Dated : 02 -11-2002, (Annexure-I) In this connection it is submitted that as envisaged in the Environment Impact Assessment (EIA Notification, 14th September, 2006, the mining projects with lease area of 5Ha and above irrespective of the mineral ( major or minor) to obtain prior environment clearance under the provisions thereof. Further all Category A and Category B1 projects shall under take public consultation in accordance to EIA Notification, 2006. Further the Government of India, Ministry of Environment & Forest vide office memorandum No. L- 11011/47/2011- IA.II(M), Dated: 18th May, 2012 in order to ensure compliance of the Honourable Supreme Court Dated:27.02.2012 in I.A.12-13 of 2011 in SLP( C ) No. 19628-19629 of 2009, instruction were issued that all the mining projects of minor minerals including their renewal, irrespective of the size of the lease would hence forth require prior environment clearance. The Government of India vide Notification No. 141(E), Dt: 15.01.2016 notified guidelines for construction of District Level Environment Impact Assessment Authorities and other guidelines for issue of Environmental clearances for minor mineral leases for an extent of less than 5.00 hec. etc., accordingly, mining plan become a prerequisite for obtaining Environmental clearance. Hence a Provision to the effect that quarry operations for minor minerals shall be conducted in accordance with the approved mining plan has to be incorporated by the State Government vide G..O.MS. No. 56, Inds.& Comm. (M.II) Department, Dated:30.04.2016. Sri T. V. S. Kanata Rao has approached.P.Veeran Goud, Consultant Geologist &RQP to prepare the Mining Plan following the guidelines and hence this Mining Plan is prepared under Rule 7 (A) of APMMC'1966 and submitted. 6 I GENERAL 1.1 Name and Address of the applicant Sri T. Topographical Survey The baseline is considered from the GPS reading in co-relation with Toposheet contours, covering the total area. Attach a general location map showing area and access routes: The QL applied area is located at a distance of 115.0 kms from the District Headquarter town of Ananthapuramu . The applied area can be approached after traveling 55.0 kms from Ananthapuramu to Kalayandurgam and a North diversion will be taken and again after traveling 59.0 Kms via Kanekal Cross and Bommanahal and a metel road of 2.2 Kms leads to the applied Q.L area.The applied is 1.4Km North-East of Nemakallu Village.The applied area has got good accessibility as the Bommanahal to Bellary thar road is about 2.3km to the Q.L. recommended area. Power connections are available near to quarry site. The company will draw power lines from the village. Tele communication facility is available 8 at Nemakallu which is at a distance of about 1.4 km and all networks can function in the site area. The nearest railway station is at Bommanahal which is about 8.0 kms. Nearest Port facilities are at Chennai, Krishnapatnam, Mangalore and Tuticoreine. The processing of the raw blocks unite is under construction near the mine site. High school is present in the village Bommanahal.Degree level Educational and Hospital facility is available at Kanekal which is 18.0 kms. from the quarry.
