Associated Junction Improvement Works Environmental Impact Assessment 3. NOISE IMPACTS 3.1 Introduction 3.1.1.1. Potential noise impact arising from the Project would be contributed by both construction and operational phase. This Chapter summarizes the identified potential sources of noise impact during the both phases, details of noise impact assessment and, where necessary, the recommended noise mitigation measures to reduce the identified noise impacts. 3.2 Operational Noise 3.2.1 Environmental Legislations, Policies, Plans and Standards 3.2.1.1. Road traffic noise criteria are listed in Table 1A, Annex 5 of the EIAO-TM, which provides guidance on acceptable road traffic noise levels at various types of noise sensitive buildings. The relevant criteria are shown in Table 3-1. These standards apply to uses which rely on opened windows for ventilation. Table 3-1 Road Traffic Noise Assessment Criteria Specified in the EIAO-TM Road Traffic Noise Assessment Criteria Uses – Peak Hour Traffic (L10,1 hour, dB(A)) All domestic premises including 70 temporary housing accommodation Hotels and hostels 70 Offices 70 Educational institutions including kindergartens, nurseries and all others 65 where unaided voice communication is required Places of public worship and courts of 65 law Hospitals, clinics, convalescences and homes for the aged, diagnostic rooms, 55 wards Note: The above standards apply to uses which rely on opened windows for ventilation. 3.2.1.2. Since the Project is a road improvement work in nature which does not include fixed noise sources such as ventilation systems of tunnels, noise impact generated by fixed noise sources is not anticipated. Noise impact during the operational phase is mainly contributed by road traffic noise. 3.2.2 Noise Sensitive Receivers Assessment Area 3.2.2.1. For operational noise impact assessment, a spatial scope of 300m from the proposed Project Boundary has been included as the Assessment Area.
