You will note this is a bumper edition containing new updates and initiatives. I am sure those colleagues working in England will be relieved to see that the new national curriculum programmes of study have been published. We are also pleased to see that Ofsted will be assessing and reporting on how effectively the PE & School Sport Premium funding is being used to improve PE and School Sport, when making the judgment on leadership and management. afPE is pleased to announce that Dr Ashley Casey will act as interim Chair of the afPE Research Committee who will be reviewing its role and focus during the coming weeks. New National Curriculum (in England) Published The new national curriculum has been published by the Department for Education. See a message from the National Curriculum Review Team below. The Secretary of State for Education, the Rt Hon Michael Gove MP has published the new national curriculum. As you will know, the government has been reviewing the national curriculum in England since January 2011. On the 8th July we launched a statutory one-month consultation seeking representations on the draft legislative Order – the Education (National Curriculum) (Attainment Targets and Programmes of Study) (England) Order 2013 – required to bring the new national curriculum into effect from September 2014. We received 750 responses to the consultation which have been carefully analysed. Today, we are publishing a summary of the responses received. We have given careful consideration to the views of those individuals and organisations that responded to the consultation. The new national curriculum that we are publishing today for all subjects and key stages (except for key stage 4 English, mathematics and science) has been developed with due regard to the views of subject experts and teachers and to the findings of international best practice comparisons. In response to representations made to us during the recent consultation period, changes have been made to improve clarity, precision and consistency. A further consultation on the programmes of study for key stage 4 English, mathematics and science will follow, in line with the timetable for the reform of GCSE qualifications. The new national curriculum will provide a rigorous basis for teaching, a benchmark for all schools to improve their performance, and will give children and parents a better guarantee Association for Physical Education Newsletter – July 2013 (Edition 82) 1 that every student will acquire the knowledge and skills to succeed in the modern world. It has been significantly slimmed down and will free up teachers to use their professional judgement to design curricula that meet the needs of their pupils. This new national curriculum represents a clear step forward for schools, ensuring that all children have the opportunity to acquire a core of essential knowledge in key subjects. It embodies rigour, high standards and will create coherence in what is taught in schools. It sets out expectations for children that match the curricula used in the world's most successful school systems. The majority of the new national curriculum will come into force from September 2014, so schools will now have a year to prepare to teach it. From September 2015, the new national curriculum for English, mathematics and science will come into force for years 2 and 6; English, mathematics and science for key stage 4 will be phased in from September 2015. National curriculum in England: physical education programmes of study - key stages 1 and 2 National curriculum in England: physical education programmes of study - key stages 3 and 4 Inspecting primary school PE and school sport: new funding In April 2013, the Government announced new funding of £150 million for physical education and sport. This funding should be used to improve the quality and breadth of PE and sport provision. Funding will be allocated to all maintained and state-funded schools with primary phase pupils, including: primary, middle, special and non-maintained special schools, academies and pupil referral units from 1st September 2013. A typical primary school will receive about £9,250 annually in the academic years 2013/14 and 2014/15. Schools are free to determine how best to use this funding to improve the quality and breadth of PE and sport provision, including increasing participation in PE and sport so that all pupils develop healthy lifestyles and reach the performance levels they are capable of. The handbook provides instructions and guidance for inspectors conducting inspections under section 5 of the Education Act 2005. It sets out what inspectors must do and what schools can expect, and provides guidance for inspectors on making their judgements. Association for Physical Education Newsletter – July 2013 (Edition 82) 3 afPE Research Committee It is with great pleasure that I write this ‘thank you' note to Jeanne Keay (as Chair) and Mike Jess (as editor of Research Matters) for their respective and significant contributions to the afPE research committee. Both have served in times of change for PE and maintained a purposeful thought for the future while remembering the core values of our subject and its enduring aspiration that all young people learn to love and value physical activity. On behalf of the committee – and all those who know them – I wish them the very best in their future endeavours and ask them not to be strangers. Given the gap that their departure has left, afPE is asking that any members who are interested in joining the research committee contact me in the first instance. It is our intention to hold a research committee meeting within the next six weeks in Bedford (date to be confirmed with the committee) and hope to welcome some new members. Refreshed by the recent rainfall of government funding, ideas for improving outcomes for children are budding in primary schools and school partnerships across England. The autumn edition of Physical Education Matters will provide further guidance on how these buds might best be nurtured. However, to ensure all schools achieve healthy growth over the next two years, we would also like to share your plans for how you’ll be using the Primary Sport Premium. What tips can the green-fingered share with less confident or experienced growers? And, as the year progresses, what is blossoming as a result of the added funding? Please send in your stories, as and when you plan, review and evaluate, and we’ll feature them in the next few editions. Let us see how physical education and school sport flourish when schools’ fertile soil is enriched by government funding!
